Analysis G City Family Planning Policy Implementation Failure Causes And Countermeasures

Family planning policy is China's basic policy. In more than 20 years of family planning work, several social constraints means, such as propaganda education, administrative constraints, economic incentives and so on, have been gradually formed to advance the birth control program. The practice indicates that, under the special historical conditions of planned economy and unperfected legal system, those working mechanisms with the rule of man have obtained spectacular achievements in reducing fertility and controlling population growth. However, as the vicissitude of China's political and economic systems, and people continue to raise awareness of human rights, the original model of family planning work has been unable to meet the requirements of the new situation. aftering enacting the law of "People's Republic of China on Population and Family Planning " on September 1, 2002 , Some Problems caused by the family planning policy are more apparent: first, there is a conflict between the means of administration and the family planning law, since the lack of checks and balances and oversight powers, administrative measures are often more important than the principles of family planning law in the process of implementation of family planning policy. The second problem is the lack of means of work, the traditional means of family planning work are more concerned the efficiency of completing the policy instead of the legitimacy of carrying out the policy. But now the government have to concern the legality of administrative means of family planning and the protection of civil rights, so that the original work method has lost the function in the practice. The final problem is on the ideas . Due to the family planning goals responsibility assessment system, the governments only pays attention to the achievement of the short-term goals, and don't well recognized that the population problem is a complex social project, which calls for long-term public educationas .In this paper, some theories concerning the public management is used to analyze the causes of implementation failure of the family planning policy in the G city, then some suggestions have been proposed to prevent the implementation failure of the policy.This paper is divided into four sections. The first part mainly expounded on the evolution of China's family planning policy as well as the achievements of it, and the problems caused by the policy. The second part include the history of carrying out the policy in G city, and the existing problems caued by it. The third part describe the cause of the problems. At last, some suggestions have been given to improve the quality of Implementation of the policy.
