| General Secretary Xi Jinping pointed out in the report of the 19 th National Congress of the Communist Party of China: "A nation will prosper only when its young people thrive;a country will be full of hope and have a great tomorrow only when its younger generations have ideals,ability,and a strong sense of responsibility." The CPC Central Committee,with General Secretary Xi Jinping at its core,attaches great importance to the role of young people in realizing the Chinese Dream of national rejuvenation and the two centenary goals.But as a young man,among the three necessary conditions for a country to have a future and a nation to have a future,the first is to have ideals.He believes that youth is at a critical moment in the formation and establishment of values,just like the "first button" in life.Therefore,the education of young people's values concerns the cultivation of their personal ideals and beliefs,the direction of their growth and their future development.The value orientation of youth determines the value orientation of the whole society in the future.In the important historical period of socialism entering the new era,the education of youth values has been entrusted with a special mission of the times.Under the background,taking the socialist core values as the leadership to cultivate the new socialist of the times and cultivating the builders and successors of the socialist cause,It concerns the long-term governance of the communist party of China,the long-term stability of the country and the successors to the cause of socialism with Chinese characteristics.The socialist core values are rich in connotation and are expressed in 24 concise words,including the national level,the social level and the citizen level.These three levels constitute an organic whole with different emphasis,mutual integration,interlocking and layer-by-layer connection.As the backbone of the youth group,the cultivation of college students' values should not only follow the overall structure and internal connection of socialist core values,but also follow the social requirements and self-demands of college students to grow up and become talented people.Citizens are the cells that make up the society.The effective realization of modern social goal depends on the production of citizens in the social life,the establishment of labor and healthy social relations.College students are citizens,citizens of socialist society,and important citizens who promote the vigorous development of socialist society.Therefore,the education of college students is an important support for cultivating qualified citizens and realizing the goal of social development and national construction.As the citizens who make up the society,what kind of values should be held and how to shape and cultivate the core values that fit the needs of the state and society are the major and real problems worth studying.In the process of cultivating new people of the times,it is an important advance and basic project to lead college students to set up a correct concept of citizenship and cultivate good civic accomplishment.The study is divided into five chapters.The first chapter,the honesty education of "patriotism,dedication,integrity and friendship " in the whole structure of socialist core values mainly solves the basic problems of values education.This paper discusses the overall structure and function of socialist core values,and the internal relations among the three advocates that include different emphasis,mutual integration,interlocking and layer-by-layer connection.It analyzes the fundamental position of "patriotism,dedication,integrity and friendship " in the core values of socialism as well as its role in shaping value subject,volatility and moral orientation and then to elaborate the civic level socialist core values in the cultivation of college students in four aspects of significance,namely: We should cultivate the spirit of patriotism under the background of "global village" and "globalization",cultivate the spirit of love and dedication in the contradiction of "act" and "do not act",adhere to the quality of honesty and trust in the transformation of "virtual world" and "real world",and stay close and friendly feelings under the conflict of "competition" and "moderation".The second chapter,the ideological basis and resources of core values at the citizen level at home and abroad focus on the citizenship view of Marxist theory as the theoretical basis of Research,the author explains that citizens are "realistic people" and that citizens have subjective initiative and groupment.The author also explains Marx's theory of man's all-round development,criticism and transcendence of capitalist citizen view.Taking the ancient,modern and new China as the longitudinal time node,this paper traces back the main contents and development course of the core values at individual level under different historical periods,different social systems and different economic development levels in China.In ancient times,it combed the Confucian thoughts of family feelings,honesty and justice,Taoism's idea of governing by doing nothing that goes against nature and the equality of heaven and earth,the theory of power of legalists' personal strength,the nationalism morality centered on national interests,the Mohistabout loving without distinction but of mutual benefit,as well as advocating frugal and restraining extravagant life attitude.In modern times,it explained three mainstream civic values,that was,emphasizing individual development as an important part of social development,advocating the establishment of a free and independent personality,and advocating the conversion of people's consciousness of subjects into civic consciousness.After the founding of the people's Republic of China,the core values of citizens mainly advocated the value orientation of serving the people,put forward "five stresses,four beauty,three love",and advocated "patriotism" as the core of the national spirit as well as reform and innovation as the core of the spirit of the times;Advocating "eight honors and eight disgraces" as the main content of the socialist concept of honor and disgrace.In addition,from an open international perspective,this paper analyzes and draws lessons from the core values of the citizenship level of western capitalist countries,including advocating the theory of natural human rights,emphasizing the concept of equal rights,and highly expecting social justice,and so on.The third chapter,"patriotism,dedication,integrity and friendship " and the cultivation of college students' civic literacy,as well as the relationship between the cultivation of college students' civic literacy and the cultivation of core values at the civic level.The good civic accomplishment of college students can make this group become the main body of national sustainable development,the backbone of social harmony and stability,the living force of national culture accumulation,inheritance and development,and satisfy the subjective demand of individual growth.The formation of college students' citizenship literacy has distinct characteristics,including initiative and obedience,repetition and variability,reality and contradiction.Based on the above characteristics,the formation of college students' civic literacy needs the strong guidance of mainstream values.The thought about "patriotism,dedication,integtity and friendship" plays an important role in the cultivation of college students' political literacy,professional literacy,moral literacy and social literacy.It plays an important role in guiding,standardizing,motivating,and feedback evaluation of college students' political literacy,professional literacy,moral literacy and social literacy.The fourth chapter,the identity and practice of the socialist core values at the citizen level of contemporary college students,and the problems related to them are objectively examined.First of all,the status quo of identification and practice is expounded,the mainstream is positive,but there are also some problems.The author analyzes the causes of the problem,including Individuals know and do different things as well as there are differences in the degree of practice and the level of identification,the high unity of group identity,the uneven level of practice,the repetition and instability of identity and practice,and so on.Through the examination of objective reality,this paper puts forward the characteristics and influencing factors of identity and practice.The "characteristics" mainly include improving identity in the cognition of citizens' life,revising constantly in the contradiction of citizen's rights and responsibilities,and gradually converging in the difference of citizen's quality and become practical in the consciousness of citizens.The "influence factors" are analyzed from three aspects: macro-level,medium-view and micro-level: macro-factors,namely national economic level and civilization level,social structure change and cultural change,citizen equality and social justice and rule of law;The mesoscopic factors are the educational environment of school citizenship and the healthy and harmonious family environment,and the microcosmic factors,that is,the growth needs of college students themselves,the characteristics of the formation and acceptance of college students' values,and so on.The fifth chapter,the cultivation of the socialist core values of the citizen level of contemporary college students.The author puts forward the goal,principle,method and path of the cultivation of the socialist core values of the citizen level of contemporary college students.Firstly,the social and personal goals of cultivation are put forward.The social goals include the goal of cultivating qualified citizens to maintain national peace and stability,the promotion of civic literacy to promote the harmonious development of society,and the goal of civic belief in pursuit of communist ideal.Personal goals include establishing civic awareness,meeting the needs of talents for social development,fostering family feelings and meeting the needs of personal development,abiding by professional ethics,and meeting the dynamic needs of professional development.The promotion of ideological and moral character is in line with the internal needs of all-round development.The principle of orientation of cultivation is explained.Adhering to the socialist core value system as the banner,adhering to the cultivation of the socialist excellent citizens as the direction,adhering to carry forward the excellent traditional culture of the Chinese nation as the basis.Reality principle: considering the social reality,doing deep-rooted cultivation;considering the reality of human nature,doing deep-rooted cultivation;considering the reality of the citizens,teaching according to their aptitude;considering the reality of the problem and cultivating the object-oriented.The principle of regularity: following the general law of college students' ideological and political education;following the law of acceptance of the cultivation of college students' core values;following the universal law of civic consciousness and the cultivation of civic morality;following the law of information dissemination in the new media era.The main methods of cultivation include combination of traditional method and innovation method,combination of stage cultivation and classification cultivation,combination of theory instillation and emotional care,and combination of social practice and thought internalization.the training practice path is put foward,including curriculum education and adhering to the main position of theoretical guidance;practice education,building the second class of citizen practice platform;organize education,strengthening the bond function of all kinds of organizations;the network education,giving full play to the communication advantages of the new media platform;culture education,integrating the essence of excellent traditional culture;mechanism education,establishing a mechanism for cultivating
