The vocational school,as one of the sub-systems of national education in Indonesia,occupies a strategic position to create quality human resources.Therefore,vocational education is expected to be a cornerstone in improving the quality of Indonesian people.But the gap between expectations and reality in the operationalization of vocational education is an issue that is always the subject of discussion among education experts and practitioners.The problem is mainly related to the mismatch between graduates with work demands or community demands.Factors related to the learning process in Vocational High Schools significantly affect the quality of vocational high school graduates.Vocational high school managers(school principals,teachers,and school administrators)as school management must be able to observe and respond using appropriate and efficient strategies for all challenges raised by the surrounding environment.The environment around the vocational high school is an environment that has a direct influence on the operations of the vocational high school,such as the various potentials and conditions in the field of vocational education,the competitive situation,the situation of educational customers,and graduate users.This study emphasizes management strategic in empowering vocational high schools to prepare graduates ready to work,including the formulation of management strategic,the implementation of management strategic,also the evaluation and control of management strategic empowering vocational high school in Indonesia.This study also examines the role of the principal as top management in the management strategic empowering vocational high school in Indonesia.In this study,the main questions are:(1)What are the current management strategic empowering vocational high schools in Indonesia;(2)What are the obstacles faced by the vocational high school in implementing management strategic in Indonesia.The question aims to find out how the management strategic empowers vocational high schools in Indonesia,which includes school vision,school mission,school goals,operational implementation,implementation of management functions,and the function and role of the school principal.Also,this study wants to find out the obstacles faced by vocational high schools in implementing management strategic in Indonesia and provide solutions to these problems.This research used the mixed method,to be specific is Embedded Design.This study,the primary data are mainly qualitative data supported by quantitative data.In collecting the data,there are five research instruments used,namely(1)Interview,(2)Questionnaire for teachers,(3)Questionnaire for students,(4)Documents analysis,(5)Observation.The total number of interview respondents was three vice principals,teacher questionnaire respondents were 129 teachers,and student questionnaire respondents were 1305 students.The content validity ratio(CVR)of the student's questionnaire is 0.74,while the teacher's survey is 0.73.And for the value of reliability or Cronbach Alpha student questionnaire is 0.72,and the teacher questionnaire is 0.95.This study found management strategic has well empowered all three vocational high schools.Schools implement vital management steps from planning(school vision,school mission,school goals),implementation(operational implementation),and evaluation(implementation of management functions).Especially in the planning and evaluation process also involves the industrial world as a user of graduate students;this is considered very important because the industry is the primary market of vocational high school graduates.The functions and roles of the principals in the three vocational high schools studied have performed their duties and tasks well,both as policymakers and as role models for each school component.Besides,each school principal provides a leadership style that understands the needs of each school component,start from teachers,education administrators,students,and the industrial world.The school principal also has a vital role in communication between institutions,both government and non-government institutions.The school principal function is in line with what was said by Garcia-Martinez et al.(2018)which states that the school principal has a strategic position to achieve educational goals,with this strategic position,every principal as an educational leader in the school must have excellent leadership skills.This study also founds three main obstacles faced by vocational high schools in implementing management strategic in empowering vocational high school in preparing graduates ready for work.First is the school principal substitution.The improper turn of time substitution of school principals and leadership style new school principals are dramatically influencing the performance of management strategic in empowering schools.Second is cooperation with related industries and institutions.Limitations of sectors that are willing to collaborate with schools slightly hinder the performance of school management strategic in preparing graduates ready for work,because of limited place for an internship,limited exchange of information,and slow technological updates.The last is the location of the school.School places become an obstacle for schools in districts or regional borders to carry out management strategic,because the mindset of surrounding communities who have not chosen a vocational high school as the top choice and supporting industries around the school are very few compared to the city.The implementation of management strategic in empowering vocational high schools in Indonesia has been well implemented.The stages of management strategic starting from planning,implementation,and evaluation are carried out in an orderly.Although on the other hand,there are still shortcomings or obstacles in the implementation of management strategic in empowering vocational high schools.It is hoped that the government,vocational high schools,and stakeholders can work together to overcome the problems faced in the empowerment of secondary schools in preparing graduates who are ready to work.
