Research On The Improvement Of The Management Mode Of Scientific Research Quality Performance Points In Local Colleges And Universities

China's modernization process must place scientific and technological innovation at the core as an important support,guidance and driving force for social development.Local colleges and universities play an important and active role in general undergraduate colleges and universities,and its importance is self-evident.Because of its strong operability and the ability to create a fair,just and open research environment,the management mode of scientific research performance point system is generally recognized by local colleges and universities.It has been widely used in local colleges and universities,and has made some achievements in scientific research management.However,due to its over weight,it is not conducive to the formation of scientific research teams,the utilitarianism of scientific research,and the violation of scientific research laws is produced.Therefore,it is urgent to establish a new scientific research management mode to adapt to the development of scientific research in local colleges and universities.In order to establish the research on a solid foundation,this paper defines the concepts of local colleges and universities,scientific research in colleges and universities,scientific research quality in colleges and universities,scientific research quality management in colleges and universities,analyzes the main idea,structure and function of scientific research quality management in local colleges and universities,and puts forward five concepts as the guidance,adheres to people-orientation,and takes overall quality management as the tool to establish research quality management system of local universities.According to the above management concept,this paper puts forward the innovation ideas of scientific research quality management in local universities,analyzes the connotation and characteristics of scientific research performance points,and the relationship between scientific research performance points and scientific research workload.In order to grasp the reality of the scientific research in local colleges and universities,this paper adopts the method of case study to explore the possible direction of the reform for the performance point system scientific research management in local colleges and universities by analyzing the achievements and problems of the performance point system scientific research management in B University.First of all,taking B University as an example,this paper makes an empirical analysis.On the basis of analyzing the process of scientific research quality management of B University in local universities,it summarizes the implementation purpose,implementation process and guarantee measures of the performance point system scientific research quality management mode in B University.Combined with the research of some departments in B University,it compares the effect before and after the implementation of the performance point system scientific research quality management mode with the data of scientific research achievements results.The gray correlation analysis for implementing the performance point system scientific research quality management mode in B University was carried out.Through the questionnaire research,the results of the implementation of the performance point system scientific research mode in B University were found.The performance point system scientific research quality management mode greatly improved the scientific research quality of B University,which is the feasible direction of scientific research quality management as a whole.However,there are also some problems that affect the scientific research in Colleges and universities in the process of implementation,so it is necessary to improve the current performance point system scientific research management mode.Based on this,this paper makes statistics on the results of the questionnaire according to the macro,micro and environmental factors through the procedures of compiling,distributing and recycling the questionnaire.Through the analysis of the statistical results,it further explores the problems existing in the implementation of the performance point system in B University,which are mainly manifested as the emphasis on quantity but less on quality,not conducive to the formation of the scientific research team,and against the scientific research laws,the whole process of scientific research management is not in place,the scientific research environment is not ideal,scientific research and talent training are out of touch,and high-level scientific research results can not be continuously produced,which provides the direction for improving the performance point system scientific research management mode.This paper puts forward the construction of the management mode of performance point bank system for scientific research in order to solve the above problems existing in the implementation of performance point bank system for scientific research in local colleges and universities.Accordingly,it discusses the generation of performance point bank system mode for scientific research quality management,the theoretical model of performance point bank system for scientific research quality management and the organizational structure of performance point bank mode for scientific research,and discusses the content of operation level.It includes three aspects: the effective improvement of the identification method of scientific research performance point,the establishment of the operation mechanism of scientific research performance point bank,and the guarantee of the environment of scientific research performance point bank.From the theoretical level and practical level,the paper constructs the bank based scientific research management mode of scientific research performance point.
