The Research On Development Method And Planning Pattern Of The Integration Of Industry And City In Industrial Group Zone Of Guanzhong County Territory

Along with the industrial division refining and further deepening,township enterprises have been transformed from the economies of scope in community to important node in the international,regional and urban division system.As the new industrial district evolved from rural area,endogenous flexible characteristic and external embedded development of county's industrial concentrated area,both promote industrial division deepening and network organization in urban and rural economic society.However,limited by traditional binary structure of urban and rural in county's economic regions,especially driving force of growth is insufficient in western underdeveloped county area,rural industrialization represented by county's industrial concentrated area develops slowly,.So there is urgent need to break through traditional path by integrating county's industrial concentrated area with small towns,and to develop rural industrialization,urbanization and agricultural modernization synergistically,which is based on urban-rural integration.The paper takes Guanzhong county's industrial concentrated area as a case study,with the logical line of industrycity integration's necessity,target,feasibility and regionalism in county's industrial concentrated area,using the methods of multi-subjects,theory deduction,empirical research and combining qualitative analysis with quantitative analysis.According to the whole organizational structure,the paper's main content and innovation are primarily expounded surround the followings.First of all,by combing related domestic and foreign literature,the paper considers that division and integration are unity in the process of industry evolution,the internal logic of industry-city integration,which is constantly formed via industrial division's evolution,is a state from separation,synergy to integration.With the industrial division refining and further deepening,county's industrial concentrated area,as the industrial district formed in rural areas,its developing objective is applying cumulative effect,which is increasing returns to scale,to improve efficiency and division level,and using new industrialization model to promote integration development of rural industrialization,urbanization and agricultural modernization.Then,the paper analyzes current situation aiming at Guanzhong county's industrial concentrated area.Currently,Guanzhong county's industrial concentrated area has been preliminarily formed industrial clusters with certain scale effect.The typical types of Guanzhong county's industrial parks mainly include industrial park centering on manufacturing;agricultural industrial park centering on agriculture and related industries;energy chemical industrial park centering on resource utilization.While because regional industrialization develops slowly,comprehensive competitiveness is weak,the entire level of industrial development in county's industrial concentrated area is not high.Using the method of AHP,the paper analyzes and concludes that Guanzhong county's industrial concentrated area is basically in formative stage and growth stage,some have preliminary entered into the maturity stage.Next,the paper takes fusion targets,developing stage(AHP)and regional present development as logic,constructs evaluation system of industry-city integration in county's industrial concentrated area and makes empirical measure by applying entropy method and coupling coordination degree model.Overall,the development level of industry-city integration in Guanzhong county' s industrial concentrated area basically belongs to the types,which contains approximating integration's imbalance,mild imbalance of integration,moderate imbalance of integration,severe imbalance of integration and extreme imbalance of integration and so on.It mainly concentrates on the range of mild imbalance of integration and moderate imbalance of transformation path,and form urban-rural industrial linkage mechanism,which is composed of multivariate elements.Finally,the paper suggests that the resource endowment of county economic system has significant advantages in the process of blending in global,domestic and regional value chain.As a whole regional economic system,urban and rural value chain will be gradually formed.,which focus on county's industrial concentrated area and small towns.The appreciation of value chain will constantly promote integration in county's industrial concentrated area and small towns;also,will continually propel development process of urban-rural integration;then form spatial industry-city community in the whole county area,which takes county's industrial concentrated area and small towns as the core unit;In addition,corresponding associated unit and coordinated unit are taken shape on the basis of different frequency and intensity when interacting with core unit.Moreover,based on impetus transformation of industry-city in the developing industrial concentrated area,the paper attempts to put forward relevant spatial development pattern on different typical types parks;and to construct planning framework of Guanzhong county's industrial concentrated area,from spatial planning goal,spatial planning path and plan compiling emphasis these three respects.Furthermore,it makes corresponding discussion for representative industrial concentrated area.In the end,the paper suggests the planning safeguard measures of industry-city integration in Guanzhong county's industrial concentrated area.
