Research On The Industrial Transformation And Upgrading In Jilin City

Under the background of the drastic progress of the heavy chemical industry system and the fourth industrial revolution,industrial transformation and upgrading is a common topic of the world's industrial development.As for China,since China's reform and opening up,China has achieved rapid development by relying on the transfer of industry and technology from developed countries.In this process,Chinese built up a complete industrial system,but due to the restriction of industry transfer technology,relatively old industrial technology,self innovation capability needs to be strengthened,the value chain status in the international industry system is low,the industrial chain formed in the low-end industries,damage to the environment,the cost of resources is more serious.Therefore,in general,the situation of China's industrial transformation and upgrading is more severe.In particular,since 1990 s,the structural and institutional contradictions accumulated in the long term planned economic system began to become increasingly prominent in China's early northeast industrial base,and the economy was in an unprecedented predicament.We choose the representative old industrial base,the industrial city of Jilin as the breakthrough point,and discuss the mechanism and Countermeasures of industrial transformation and upgrading,in order to make our due contribution to China's industrial transformation and upgrading.First of all,by combing the existing literature,we find that the definition of industrial transformation and upgrading is a continuous deepening process from microcosmic perspective to microcosmic and macro economic considerations.Among them,some scholars emphasized the relationship between industrial transformation,industrial upgrading and industrial structure,while the new view emphasized the internal relationship between industrial transformation,industrial upgrading and technological innovation.The path of industrial transformation and upgrading has also experienced the evolution from the micro to macro,from the economy to the system.Gradually from the industrial value chain,it has turned to the industrial system which is based on comparative advantage in the whole economy and based on the technological progress.No matter which angle,the choice of the system at the core of the market is required and the real economy is the key industry choice.And the policy choice of industrial transformation and upgrading is be needed,although there are some scholars who think industrial policies do not be needed.But most scholars believe that the government's active regulatory role is still necessary for the immature economy.Especially in the system of personnel,finance,market environment and so on.In terms of industrial transformation and upgrading aiming at old industrial bases,the theoretical system is not mature enough at home and abroad,so it is still under discussion and debate.Based on the review of the above literature and the basic theory,we put forward the concept of industrial transformation and upgrading.In other words,industrial transformation and upgrading refers to the process of technological progress of an economy.It includes not only the change of economic development brought by technological progress from connotation,but also the development of industrial system brought by technological progress on its carrier.Transformation and upgrading is directly integrated.On this basis,,based on the premise which is the no-completely--market,regional heterogeneity,open economy,new industrial revolution and the theory of sustainable development.we research from the economic,social,policy,environment view of industrial transformation and upgrading of the influencing factors,establishes the analysis framework,and discusses the relationship between industrial structure and industrial transformation and upgrade industrial agglomeration.Based on the above theoretical analysis,we cut into the reality of Jilin's economic growth,and analyzed the structural characteristics of Jilin's industrial development.At the same time,we analyzed the development trend of industrial chain and value chain by means of leading industries and main products.From the three aspects of modern agriculture,industry and service industry in Jilin,the present situation and main problems of their development are analyzed in depth.The results showed that the relative shortage of Jilin city energy supply,relying on increasing the supply of energy,it is difficult to meet the growing consumer demand;due to the industrial structure of Jilin market,a higher degree of monopoly industry development level is low,the low level of professional cooperation and long-term investment driven economic development mode and unique spatial development conditions etc.to a certain extent delayed the industrial transformation and upgrading process.Through empirical analysis,we further prove that Jilin city industrial base scale advantages,but the sustainable development potential is limited,compared with the developed city and there is a gap of industrial competitiveness is not strong;the investment driven growth pattern;investment in science and technology,innovation and development capacity is still insufficient;labor supply drive is not obvious.Finally,based on the economic characteristics,problems and causes of Jilin,we put forward some relevant policies and suggestions to promote the industrial transformation and upgrading of Jilin.Including accelerating structural adjustment,accelerate the construction of modern industrial system;accelerate the development of industrial integration,promote the rural 123 chemical industry high added value,strengthen the integration of chemical industry and electric vehicles and other emerging industries development,promote the integration of informatization and industrialization development and promote the
