Since the reform and opening up,with the rapid development of China's economy,the structure of the three industries in our country has also been adjusted and optimized,but compared with the developed countries,there are still many unreasonable factors.In the framework of neutral technological progress,technological progress will not influence the industrial structure,so this paper studies the impact of industrial upgrading based on biased technological progress.First of all,we use the modified Moore value method,frontier production function method and the leading factor of industrial structure from two angles of the rate and direction to measure the efficiency of the upgrading of the industrial structure:the first industry exists delay in the current economy,the third industry is in the leading level of the current economy,and the upgrading of the industrial structure is very slow.Secondly,we estimate parameters with CES production function using the supply system,and measure the technical progress bias of the year from 1992 to 2015 of three industry.We find that they all perform the technical progress bias,and the impact of national policies on the role of industry is greater than regional effect.Finally,through the establishment of theoretical and empirical model,we use quantile regression method to study its impact on China's industrial structure analysis using the index of social demand structure,supply structure,technical progress bias index,the level of international trade,and the results are significant.Then we put forward relevant policy suggestions based on the empirical studies.
