Since the economic development entered the “new normal” status in 2014,China's central government has proposed Structural Reform of Supply-side,Development Plan of Urban Agglomeration in the Middle Reaches of Yangtze River and Guiding Principle of Made in China 2025 Strategy.Based on detailed study,this paper found that the core strategic goals of regional industry development of the three national strategies were not separate divisions,but as a unity to realize the new growth point of China's economy under the “new normal” status through upgrading of industrial structure.Among the three,Structural Reform of Supply-side Strategy undoubtedly plays the very key role of overall core strategic guidance,and the rest two are ways to realize the tasks and goals of it.Based on this,with Neoclassical Economic Growth Theory,Industry Association Theory and Theory of Synergetics,this paper builds a mechanism of synergy of regional productivity quality,industrial chain and technological innovation.The three national strategies all listed the new generation of information technology industry as the key development field.Especially,there was a close logical interoperability on industrial development between Development Plan of Urban Agglomeration in the Middle Reaches of Yangtze River and Guiding Principle of Made in China 2025 Strategy though their core strategic goals of regional industrial development were different.The essential goal of the three national goals is to realize the new growth point of China's economy under the “new normal” status through the upgrading of the industrial structure.Both Development Plan of Urban Agglomeration in the Middle Reaches of Yangtze River and Guiding Principle of Made in China 2025 Strategy list new generation of information technology industry as the top one key industry.New generation of information technology industry has become an important support for our country to realize the new economic growth point by upgrading its industrial structure under the “new normal” state.New generation of information technology industry has been established as one of China's seven strategic emerging industries.As one of the main subdivision areas of the new generation of information technology industry,the technical level of the new display devices has a direct impact on the development of the entire national information industry.The development of new display manufacturing industry in China started late of which the foundation of equipment,spare parts and materials is still very weak at present.The weakness of key materials and core equipment has become a bottleneck restricting the development of China's new display manufacturing industry.China has implemented import tax incentives or reduction policies for new display manufacturing industry for 15 consecutive years since 2006.This highlights the lack of core devices and key technologies and the urgency of upgrading industrial structure of China's new display manufacturing industry.The region of Hubei-Hunan-Jiangxi enjoys a good location advantage of being a transportation hub in China which makes it become the key region of building the economic belt of the Yangtze River,promoting the rising national central region strategy and the new urbanization strategy.Urban Agglomeration in the Midstream Provinces of the Yangtze River,which is made up of Wuhan city circle in Hubei province,ring of Chang-Zhu-Tan urban agglomeration in Hunan province and Poyang urban agglomeration in Jiangxi province,is positioned as the new growth pole of China's economy.Hubei,Hunan and Jiangxi face both common interest demands and realistic constraints on industrial collaboration.Firstly,this paper reviews and compares development strategies and advantages of new display manufacturing industry in Hubei,Hunan and Jiangxi.Then,this paper uses location quotient method to calculate the degree of industrial agglomeration and uses regional division of labor index method to calculate degree of trans-provincial industrial synergy of the three provinces.Based on the analysis,the realistic basis of synergetic development of new display manufacturing industry in Hubei,Hunan and Jiangxi can be known.Structural Reform of Supply-side takes "cutting excessive industrial capacity" as the primary task.Its core strategic goal of industrial development is to expand the middle and high end supply,enhance the adaptability and flexibility of the supply structure to the change of demand,and improve the total factor productivity.Firstly,according to the panel data during 2001 to 2015,this paper calculates capacity utilization of Hubei-Hunan-Jiangxi new display manufacturing industry with production function method to so as to know the productivity state of the three.Based on these,this paper calculates the degree of low-end capacity of Hubei-Hunan-Jiangxi new display manufacturing industry with Malmquist index method to measure and analyze the changing trend of total factor productivity from the industrial level.It is found that there is a low-end development disadvantage of "weak technology innovation with strong scale expansion"."Development Planning of Urban Agglomeration in the Midstream Provinces of the Yangtze River" positions Hubei,Hunan and Jiangxi as the new growth pole of China's economy.Its core strategic goal of industrial development is industrial synergetic development.It emphasizes the three provinces to cooperatively develop strategic emerging industries in which led by new generation of information technology industry.This paper firstly quantitatively analyzes the backward and forward related industries of new display manufacturing industry with Leontief input-output model,builds the industrial chain of new display manufacturing industry from which gets the key industry sectors of it.On the basis of using matrix F to measure correlation between the main interrelated sectors of the industrial chain in Hubei,Hunan and Jiangxi,this paper adopts APL method to measure the degree of correlation of new display manufacturing industry chain between Hubei,Hunan and Jiangxi with data of ChinaIRIO.Made in China 2025 Strategy places importance on the improvement of the national innovation ability of manufacturing industry underlined strengthening the core technological research and development and increasing the ability of innovative design.Its core strategic goal of industrial development is to improve the innovation ability of the national manufacturing industry.This paper uses coordinating measurement model with respect to composite system,with environment support capability of technology innovation(E),gaining capability of technology innovation(G),application capability of technology innovation(A)as the starting points,designs the EGA evaluation index system of collaborative innovation capability of Hubei-Hunan-Jiangxi new display manufacturing industry.On this basis,this paper respectively calculates sequence parameter variable E,G and A,inner-province collaborative innovation capability of EGA evaluation system,provincial collaborative innovation capability of EGA evaluation system of Hubei-Hunan-Jiangxi new display manufacturing industry.So as to give a relatively comprehensive and in-depth analysis of collaborative innovation capability of Hubei-Hunan-Jiangxi new display manufacturing industry at the present stage.Based on study and analysis of synergetic development of new display manufacturing industry in Hubei-Hunan-Jiangxi according to core strategic goal of industrial development of Structural Reform of Supply-side,strategy of Urban Agglomeration in the Middle Reaches of Yangtze River and Made in China 2025 Strategy,this paper puts forward the corresponding countermeasure proposals of elevating the high-end capacity,enhancing the synergy and non-equilibrium of industrial chain,collaborative innovation and establishing the cooperation and coordination mechanism of the three provincial government.
