Due to the unique advantages, high technology industry has been put into the list of national development program of various country.China also has issued a series of plans, vigorously promoting the development of high technology industry in our country. As the biggest member of the high-tech industry, electronic and telecommunication equipment manufacturing industry has been developing rapidly in China. However, with the development of this industry, some drawbacks have gradually emerged. Some scholars have founded out that the most serious problem of the industry is that the total factor productivity is not high.At the same time, this industry also faces the problem of industrial hollowing due to the industrial transfer. We can not help wonder whether there is a connection between them or not. There is a lot of controversy when the literature explores the relationship between them. But there are few literature devoted to the study of a particular industry so the phenomenon of "one size fits all" is quiet serious. Moreover, some literature also have some technical problems in terms of measure, which affects the scientificity and accuracy of result. Therefore,we argue that it is necessary to focus on a certain industry(that is,the electronics and telecommunications equipment manufacturing).Base on the measurement of the agglomeration degree and total factor productivity of this industry,we can find out the relationship between them and then offer some suggestions to improve the total factor productivity of electronic and telecommunications equipment manufacturing industry and even high-tech industry. The purpose of this paper is to clarify the mechanism of influence of industry agglomeration on the total factor productivity,to explore and verify the relationship between by using regression analysis and threshold regression analysis, and thus to provide the some recommendations to enhance the total factor productivity of ourelectronics and telecommunications equipment manufacturing industry. The main contents of this paper are:(1)The theoretical analysis of the effect of industrial agglomeration on total factor productivity. On the basis of relevant concepts, this paper draws on relevant theories and scholars' viewpoints to analyze the mechanism of the effect of different types of industrial agglomeration on total factor productivity and puts forward relevant research hypotheses.(2)The measurement of the degree of industrial agglomeration and total factor productivity of electronic and telecommunication equipment industry. We construct the index system, choose location entropy and the reciprocal of HHI index to measure the degree of specialization agglomeration and diversification agglomeration of this industry in our country and choose the method of DEA-Malmquist to measure the total factor productivity and its decomposition by comparing several different measurement methods.(3)The measurement of the effect of industrial agglomeration of electronic and telecommunications equipment on the total factor productivity. The method of comprehensive FGLS is applied to measure the effects of different types of industrial agglomeration on the total factor productivity and its decomposition. And these effects will consider the situation of the eastern, central and western parts of our country. We wonder whether there is a nonlinear relationship between them or not. After we founded out that there may exists nonlinear relationships,we use panel threshold model and threshold regression analysis to test whether the nonlinear relationship between industrial concentration and total factor productivity is "U" shape or "U" shaped relationship and whether there are multiple turning points or not.And then we use threshold regression to test whether there is a regional heterogeneity or not.The conclusion of this paper are as follows:(1)The overall total factor productivity of electronic and telecommunications equipment manufacturing in our country is not high and the total factor productivity of the central and western regions show a trend of decline in recent years;(2)China's electronic and telecommunications equipment manufacturing industry is mainly concentrated in the eastern region, but there is a trend of transferring from east to the Midwest;(3)The electronic and telecommunications equipment manufacturing industry in national and eastern and central parts of our country shows a inverted "U" shaped relationship between the change of specialization concentration index and total factor productivity, while a "U" shaped relationship between the change of diversification agglomeration index and the total factor productivity;(4)The relationship between the specialization concentrationindex and the diversification agglomeration index in the whole country and the eastern and central regions appears to be opposite;(5)The change of trade openness index of electronic and telecommunications equipment manufacturing industry in national and all regions have significant negative impact on the total factor productivity. The change of the national capital investment index significantly positively effects the total factor productivity and its decomposition in national and central parts. The change of urbanization level index significantly positively effects the total factor productivity of national and eastern parts of the country. The change of residents' education degree index significantly positively adjust the total factor productivity of all regions. In order to improve the total factor productivity of our electronic and telecommunications equipment manufacturing industry, this paper puts forward the following suggestions.(1)To coordinate the relationship between the specialization agglomeration and diversification agglomeration. We should reasonably layout the specialized industrial park and comprehensive industrial park, construct and utilize the brand effect of industrial park, and promote the development of industrial park with the agriculture and service industry;(2)To improve the independent research and development capability of the enterprise, including improving the level of technological innovation and building an excellent R&D team;(3)To improve the cultural quality of the residents, including promoting the balanced development of education and promoting the development of public cultural and cultural undertakings.
