| ?The Information Economy report 2017? points out that the digital economy is affecting the economic activities of all countries in the world,and it is becoming a new engine of global economic development and a driving force for social development.The changes brought by information technology and information service industry to traditional industries will bring more important opportunities and challenges to developing countries.China's information technology and information service industry has made rapid development in the past ten years.The scale of output value ranks among the top in the world and has become a new force driving the country's economic development.However,compared with the developed countries' information technology around the world,there are still some problems,such as unreasonable internal structure of the industry,low overall productivity level,insufficient innovation capacity,and the urgent need to improve the infrastructure.How to better develop the information economy,reshape the innovation chain,reconstruct the industrial chain,and making the information economy become China's leading pillar industry in the world will become the new direction of information industry development research.Through analysis of the characteristics and experiences of the development of information technology and information services of China,the United States,the United Kingdom,Germany,Japan and South Korea,find out the gap and deficiency between China and theirs development.It is helpful to make suitable development strategy of information technology and information service industry suitable for the actual situation of our country.The article consists of six parts and nine chapters:The first part is the introduction,that is,chapter 1,including the background,research significance and research framework.In this paper,the international competitiveness evaluation system of information technology and information service industry is constructed,and the comprehensive international competitiveness of information technology and information service industry between China,the United States,Britain,Germany,Japan and South Korea is compared and analyzed by factor analysis and principal component analysis.It provides a theoretical basis for the development of information technology and information service industry in China.The sencond part is the part of the theoretical summary,including the second and the third chapters.Chapter 2 summarizes the basic theory of information technology and information service.Modern information technology is the general term for all the technologies used in dealing with information related content.It not only has the dual characteristics of technology and information,but also has the new characteristics of high scientific and technological content,short development period,large investment,high profit and high risk.This paper analyzes the experiences of the United States,Europe,Japan and other countries in defining the information service industry.This paper divides the information service industry into five categories,and lays a theoretical foundation for the construction of competitiveness evaluation index.Chapter 3 expounds the evolution process and analysis method of international competitiveness theory.The theoretical basis includes the theory of comparative advantage,the theory of competitive advantage,the theory of neoclassical economic growth and the theory of technological endogenous economic growth.The evaluation methods include IMD international competitiveness analysis,WEF international competitiveness analysis,Potter diamond model evaluation,multiplelinear regression and factor analysis.The third part is the basic overview section,namelychapter 4.This paper analyzes the general situation and characteristics of information technology and information service industry in China,the United States,the United Kingdom,Germany,Japan and Korea.The computer network communication technology in the United States is in the leading position in the world,and many information technology research and development originated in the United States.The scale of American information service industry accounts for about one-third of the world,and it has a complete industrial system with software industry,database industry,Internet service industry and consulting industry as the main industries.As the birthplace of the first Industrial Revolution,the United Kingdom opened its telecommunications market earlier.the network upgrade and the communication information application developed rapidly.Britain's IT dominated information economy cluster is as high as 92 percent.The UK has the world's largest free history of data and its low-cost wireless network is highly accessible.Germany leads the world in industrialization with the perfect combination of innovation,technology and industrial products.The main goal of the strategic development plan for German industry 4.0 is to make Germany a major supplier of the new generation of information physical systems,and to realize the individualization and intellectualization of manufacturing industry.Japan's economy developed rapidly after World War II,because of its strong technological digestion and innovative ability.By introducing high-tech talents and fostering high-tech enterprises,Japan became one of the earliest country to develop information industry,it also one of the powerful country in the global network construction.South Korea,as one of the world's most widely recognized Internet infrastructure,has an ultra high network coverage and an enviable network speed.South Korea has a group of highly competitive information technology enterprises and brands in the international market.The main reason for the rapid development of information technology and information services in China is the huge market demand,digital economy begins to develop commercially.China's overall competitiveness is not strong,the information service mode is limited at home,and the security prevention of information usage needs to be strengthened urgently.The forth part is the comparative analysis,including chapter 5,chapter 6 and chapter 7.Chapter 5 combines the development characteristics of information technology and information service industry in China,the United States,the United Kingdom,Germany,Japan and South Korea.According to the principles of systematization,timeliness,qualitative and quantitative analysis,and referring to the factors in the evaluation system of ?The Global Competitiveness Report?and?The Global Information Technology Report ?,which have great influence on the development of information technology and information service industry,to constructe the index evaluation system.It includes 1 first class index,7 second class index and 33 third level index.The development data of 33 indicators were collected and analyzed.The sixth chapter uses the evaluation index system,starting with the economic environment,science and technology environment,humanities environment,technological innovation ability,infrastructure level,information technology and information service development,information and communication technology development seven directions 33 indicators.Taking the 2016 data as the main analysis object,through the World Bank database and Knoema carries on the data collection and the collation,usingSAS9.4 software for factor analysis.Chapter 7 applies the principal componentanalysis method to analyze the international competitiveness of information technology and information service industry in six countries by using the index data from 2012-2016.China's overall financial situation is good,the r debt ratio is less than 50%,the total amount of national savings is relatively large,the driving force of economic development is strong,and the industry development space is huge.South Korea's higher education enrolment rate is the first in the world.South Korean government and enterprises for R & D support and investment,creating the international competitiveness of Korean electronic chip products.Germany ranks first with its excellent education environment,social welfare policy,quality of life,national defense construction,population development and political construction.The high academic atmosphere and the amount of high-tech talent in the United Kingdom,the global financial center led by London,have made its high-tech innovation capability.The United States is far ahead of other countries in terms of value added in transport,storage and communications,and is ranked first in terms of information technology development and revenue.Chapter 7 applies the principal analysis method to make a comprehensive ranking of international competitiveness using the 2012-2016 index data.South Korea ranked No.1 in three years in 2012-2016,The United States and the United Kingdom were ranked No.1 in 2014 and 2015,respectively.The development of Germany and Japan is relatively stable.Compared with the first five countries,China still needs to improve its comprehensive competitiveness in the development of information technology and information services.The fifth part is the suggestion part,namely the 8 th chapter.Combined with the development experience of information technology and information service industry in the United States,the United Kingdom,,Germany,Japan and South Korea,and in view of the shortcomings in the development of information technology and information service industry in China,the paper mainly focuses on policy optimization and industrial convergence in this chapter.International development,investment mechanism,innovation technology,service outsourcing,infrastructure construction and safety guarantee are proposed.Mainly include the following aspects: 1.To optimize the policy system,we should overall planning,and improve the government efficiency.2.For speeding up the development of information service industry,we should promote the integration of information technology,information service industry and traditional manufacturingindustry.And promot the further innovation and development of "Internet" mode.Speeding up the development of information service industry,and optimizing the pattern of development of information technology and information service industry.3.In order to make information technology and information service industry better for the road of internationalization development,we can improve the ability of industrial research and development,promote industrial transformation,complete the perfect docking of industry internationalization.4.For promoting the industrial development,it can innovate the investment mechanism,enrich the source of capital,improve the degree of enterprise participation,quicken the speed of information technology and industry convergence.5.To strengthen the core competitiveness of information technology,we can improve the training of talents,and improve the environment of introducing talents,and improve the ability of scientific and technological innovation and open up the network environment.6.In order to enhance the overall strength ofChina'sinformation services,we can speed up the development of information service outsourcing.With accurate business positioning,continuous policy innovation,improved environment,more professional personnel training,expansion of industrial cluster bases,and improvement of information service system.7.We shouldstrengthen the network infrastructure,and expand the coverage and depth of the infrastructure,and open up the telecommunications market,improve the supporting policies for the development of telecommunications,and improve the quality of network services.8.In order to improve the ability of network information security,we should strengthen the popularization of network security ideology,establish the legal security system of network security,and improve the core technology level of network security.Pay more attention to network security personnel training,perfect enterprise network security system.The sixth part is the conclusion and the prospect,namely the 9 th chapter.The paper makes a comprehensive and systematic comparative study of the international competitiveness of information technology and information services in China,the United States,the United Kingdom,Germany,Japan and South Korea.This paper summarizes the development experience of other countries and puts forward the development strategy of improving the international competitiveness of information technology and information service industry in view of the areas that need to be developed urgently with China's information technology and information service industry,which is of certain practical significance. |
