As we all know, the Internet and big dataare developing ina high speed that is extremely hard to predict, the status of information services industry in economic growth is increasingly important. Currently, as a very new industry trend with high development, the researchon information services has become a hot topic among the informatization studies. Jilin province has been one of the most important typical old industrial bases, the issue that the proportion of heavy industry is higher than light industry also has been an obstaclefor a long time, and the obstacle is holding back economic development. To create a better economic environment, Jilin province have begun to implement the adjustment and promotion of industrial structure, which provides a good opportunity for the development and innovation of information service industry,As the need for a comprehensive understanding about the development and innovation situation of information service industry in Jilin province. It is necessary to evaluate and analyze the current level of its development and innovation.The main content of this paper is to put forwardstrategic vision and suggestions for the development of information services industry in Jilin provincein the future, and all the suggestions are proposed based on the level and the reality of the development and innovation of information services industry in Jilin Province.The research mentality evaluates the level of development and innovation of information service industryby building anevaluation index system.The system containsthree first-order indexes which arethe industrial investment, industrial transformation and the industry output, and six second-order indexeswhich include infrastructure, industrial scale,production capacity, theoretical achievements and,thenwe canfind that there is big distance between Jilin province and the other provinces or cities from the analysis of the results, but its development still shows an increasing trend in the future.Thenwe canuse a SWOT analysis method to know its own advantages, weaknesses, opportunities and challengesin the information service industry development.Based on the qualitative and quantitative results, we can get the strategic concept of Jilin Province information services which is "industrial integration", and we also find that three stages should be implemented to achieve this vision. Then more targeted suggestions such as adjustment of industrial structure, increase innovation and capability of independent innovation, improve personnel training and other institutional mechanisms, policies and regulations to increase the level of development and innovation of information service industry can be promoted for achieving the goal of the strategic vision.
