Researches On The Relationship Between County Economic Openness And Growth In China

As a Chinese saying goes,“well-regulated counties secure the stability of a nation”.County economy is the basic unit of China's national economy and the connerstone of the long-lasting peace and stability.In the four decades of sustainable and rapid economic growth since the Reform and Opening-up,the county economy in China has acquired fast growth simultaneously.Some counties and towns have also developed by leaps and bounds in local economy and have become highlights of overall national economic development.However,more counties and towns remain slow in economic development.In general,the gross county economy is distinctly unparallable to its share of population and area in China.The situation has brought various real contradictories and potential problems to sound development of overall national economy and social construction.Therefore,some further research of the development of Chinese county economy is of great significance for both theoretical theoretical research and practical work.In the development of county economy,opening-up is an unneglectable factor.Opening-up,especially since China's accession into WTO in 2001 when Chinese economy embraced global economy,has also played an essential role in the successful acceleration of development of county economy.Therefore,with reference to the standard degree of opening,we hope to investigate the unique mechanism of opening-up's influence towards county economic development so as to contribute instructive theories to the rapid development of underdeveloped counties and the further economic promotion of developed counties.To this end,this dissertation,which employs different theories of regional economics and other related theories in economic growth such as regional growth pole theory,gradient and inverse gradient transfer theory,point-axis development theory and new economic geography theory,targets the various practices of Chinese counties in regard to their successful and rapid economic development under the condition of opening-up,and focuses on the illustration of the relationship between opening-up and county economic growth.And this dissertation also provides conclusions of models and experience of fast growth for the county economy driven by opening-up and as well as the policies for open development of county economy.Ever since the Reform and Opening-up,economic growth and the relationship between economic growth and opening-up have always been important sectors of theoretical research.Under this context,the 1^st Chapter of this dissertation reviews and summarizes relevant researches in terms of features of county economy,its growth pattern,its development model,the relationship between growth and degree of economic openness,the measurement for the degree of openness and Chinese economic openness.In the topic of opening development of county economy,the 2ⁿdd Chapter further categorizes and introduces some related theories such as regional growth pole theory,gradient and inverse gradient transfer theory,point-axis development theory and new economic geography theory.The researches and theories mentioned above are all theoretical basis of the research in the thesis.The 3^rd Chapter makes analysis on the relationship between county economic growth and degree of openness.First,this thesis presents the confirmation and analysis of some definitions,for example,“county economy”,“economic growth”and“economic development”,“opening-up”and“degree of openness”.Then,this chapter analyzes the features county economy possessed.These features include the nature of administrative regional economy and meso-economy,the features of synthesis and originality,incomplete systematicness,independence and openness,regional and rural features,differences and uniqueness,low-ending and vulnerability.At last,it provides detailed discussion on the path of county economic promotion through opening-up from the perspectives of economy,policy,culture and society.The above-mentioned analysis on the relationship between county economic growth and the degree of openness provided theoretical evidence for further investigation into the role of opening-up in developed counties in its process of rapid economic growth.Based on the above-mentioned theoretical analysis framework,the 4^th Chapter makes further analysis on the overall situation of opening-up and economic growth in Chinese counties.Firstly,it summarizes the history and current features of county economic growth and analyzes the important role of county economy in national economy.Besides,it discusses the development trend of opening-up in county economy development.Finally,a comprehensive discussion on the problems in the economic growth of Chinese counties is given.To further prove the internal relationship between county economic growth and opening-up,on which the 5^th Chapter makes an empirical study by adopting a quantitative analysis with the degree of openness as the major parameter.According to a series of empirical studies made by Panel Cointegration Theory and Granger's Causality Model:there are Grange's Causality among county economic growth,trade openness and capital openness,which means these variables have impact between each other in either long or short term.Especially,in long term,the county economic growth has a greater impact on trade openness and capital openness.These analyses provided important theoretical support for counties to boost economic growth by stressing and enlarging the scale of opening-up,at the same time supporting the route choice in overall promotion of county economic quality by improving short boards of production factors such as enhancing the opening-up and supplying capital.On the basis of quantitative and status analysis,the 6^th Chapter further studies the typical model of open economic development among Chinese counties and conducts research on the open development practice of the 10 most typical counties of the most20 in the 17^th annual listing of Chinese counties in regard to country economy and country development.This chapter gives specific analysis and illustration on“five primary patterns”,namely,innovations in systems and mechanisms,leading regional advantages,prominent utilization of foreign resources,internationalization promoted by market,and initiation of the government.It summarizes the common experiences of economic opening and development of Chinese counties:the unwaivering implementation of open-economy-oriented county economic development strategy,full provoking of the enormous creation of country economic market,careful building an industry basis featured by open economic development,construction of county-level platform for open economic development and practical using of the decisive role of market in resource distribution and facilitation.Based on above analysis,the 7^thh Chapter suggests counties shall be aware of their respective roles in the national or even the world economic map,shall make correct assessment of the development stage of local economies,shall follow the demand of general layout and law of economic growth,shall apply active but indigenious county economic development strategy through a clear notice of future strategic orientation of economic development.It is suggested,in regard to the policies for promoting the development of open economies in Chinese counties,that counties should improve the absorption and utilization of foreign capital,push forward the sustained enlargement and upgrading of foreign trade,implement the“going out”strategies in a active and prudent manner,motivate the coordinated growth of“exogenous economy”and“endogenous economy”,build sound environment for county open economic development and set up efficient and powerful mechanisms to guarantee and promote county open economic development.These policies are in compliance with internal regulations of open economic development as well as current global economic trend,and have absorbed the experience of the rise of developed counties and taken different counties realities into consideration.So these policies would serve as a reference for the overall improvement of Chinese county opening and county economic development.
