A Study On The Development Of Border Trade And Its Structural Effect

Inner Mongolia,the first province operating in the regional autonomy system in China,is widely known as the bridgehead open to the north of China.According to the act “Several Opinions of the State Council on Further Promoting the Economic Development in Inner Mongolia”,a diversified modern industrial system shall be established;by 2020,the infrastructure construction would be well enough to meet the need of the economy and social development,the optimization of economic structure and development being more improved and the income level in rural and urban areas being higher than the national average;this area should play a better part in connecting the neighbors by deepening the cooperation and interaction with Russia and Mongolia and building up a new open pattern to serve the north of China.This dissertation defines the connotation of border trade and trade theory,studies the explanation of border trade given by the theory of absolute advantage and comparative advantage and finds out the limitations in these theories,and tells the influencing political,economic,geographic and cultural factors;the developing process of border trade in Inner Mongolia,according to the developing situation and policies,is divided into three phases since the Cold War in the early days of China's foundation: the development of border trade during the Cold War(1947-1992),the development of open border trade since(1992-2000),and the great development of border trade since the new century(2000-present).Based on the data from the border trade and industrial structure in Inner Mongolia,a VAR model reflecting the dynamic relations in the long and short term is built up and an empirical study is done from the perspective of the change extent and change direction of industrial structure to find out how the border trade in Inner Mongolia influences the industrial structure in the long term and in the short run respectively.The main conclusions are as the following: the export trade in border trade can bring greater long-term impact on the industry structure changes,mainly reflected in the reduced proportion of secondary industry,and the higher proportion of tertiary industry;impact of imports on the industry structure changes is comparatively smaller,and the role of the industrial structure and export orientation is consistent,but because of its small effect of changes in the industrial structure no significant change is found in the direction change.And in the short term,regardless of the size of the industrial structure changes or changes in direction,the border exports and imports would not have a significant impact on the industry structure.This dissertation then summarizes suggestions on the background support and policies as the following: border trade development objectives,the border trade growth pattern and the industrial structure change should go simultaneously;the border trade,foreign investment and the economy should have a coordinated development;the border area should explore new ways in market exploration;the unity between border trade quality and benefits,and the unity between scale and speed should be given more attention.The main innovations in this dissertation are as follows: a.Combined with the characteristics of border trade,the study on the relationship between foreign trade and industrial structure has been expended to border areas;b.the factors affecting the industrial structure were given based on the level of supply and demand,and then,the industrial structure effect of border trade were analyzed based on the path of supply constraints and deamand changes;c.the industrial structure effects in long and short terms in the Inner Mongolia were analyzed systematically.On the research of industrial structure effects in Inner Mongolia,this dissertation is only a preliminary study on the theory and practice.Future researches would follow from the following three perspectives: a.an empirical test to find out the influencing pattern of border trade on the industrial structure;b.a comparative study on the industrial structure effects of border trade in Inner Mongolia and in other regions;c.an analysis on the features of border trade development in Inner Mongolia to find out a better trading way,inter-industry trade or intra-industry trade?...
