A Study On The Development Of Prefectural-level Cities In Low-carbon Economy

Nobel Prize winner Stiglitz in 2002 has commented that the two major events affecting the future of world economic development: First,the United States high-tech development,and second,China’s urbanization.China as the world’s most populous developing country,since the reform and opening up,the rapid economic development and rapid development of urbanization process on the global economic development had a profound impact.Coupled with China’s large rural population,urban population accounted for 10% increase in the equivalent of the entire Japanese population from rural to urban;urban population accounted for 20% increase in the equivalent of the entire population of the United States large-scale migration,the future of China’s urbanization The development of the track and the direction of the impact of the world economy must play a pivotal role.The concept of ―Low-carbon Economy‖ was first officially brought forward in the UK’s Energy White Paper named ―Our Energy Future-Creating a Low Carbon Economy‖ in 2003.From then on,major developed countries as well as some developing countries respectively come up with their own national development strategy related to low-carbon economy.In the sixteen major reports of the Communist Party of China,we proposed that we should continuously enhance the capacity of sustainable development,improve the efficiency of resource utilization,improve the ecological environment and promote the harmonious development of man and nature.In essence,low-carbon economy refers to an economic development pattern with the characteristics of low-carbon consumption,low-carbon emission and low-carbon pollution,which is the deepening of the theory of sustainable development.In the past 30 years since the reform and opening up,China’s urbanization has made great achievements.Urbanization is an inexhaustible motive force for China’s future economic growth.It is a great way to improve the situation of agriculture,countryside and peasants’ "agriculture,rural areas and farmers".It is also the only way of modernization.,The regional coordinated development of the strong support to further accelerate the construction of new socialist countryside,a comprehensive well-off society has a practical significance.To promote urbanization in a large country with a population of more than 1.3 billion,while safeguarding national rations security and grain safety,implementing innovation,coordination,green,open and shared development concepts,building a well-off society in a comprehensive manner,re-understanding urbanization and economic development and carbon emissions The relevant key issues are very necessary and has far-reaching practical significance.Systematically combing the urbanization development level evaluation system,urbanization and economic growth and carbon emissions related literature,sorting out the main urbanization development and economic growth and carbon emissions related theoretical basis,analysis of China’s urbanization in the development process of the characteristics and shortcomings.Then,on the basis of combing the existing achievements of urbanization index system,taking into account the availability of data,comparability and other factors,select 20 more scientific indicators to build in line with the characteristics of urbanization in China urbanization index system.Thirdly,using the panel data of 108 key cities in ten years,the relationship between urbanization index and urbanization index and economic growth and the main transmission mechanism were tested by empirical method.Using Hansen’s Threshold Regression model to analyze the relationship of urbanization and economic growth whether there is a threshold effect between them.A spatial spatial autocorrelation analysis was carried out by means of spatial econometrics.The spatial dependence of each variable in geospatial was studied.The spatial lag model,spatial error model and spatial Doubin model were used to investigate the regional carbon emission from the perspective of urbanization and the spatial effect of each factor is decomposed to understand the direct effect,indirect effect and overall effect of the influence of different variables on regional carbon emissions.Findings show that:(1)The city space layout development level of the non balanced development of the city development characteristics;(2)There is a threshold effect on the impact of the level of urban development on economic growth,and the marginal efficiency is characterized by increased first and then decreased,inverted U curve;(3)The impact of the level of urban development on the total amount of carbon emissions is not random,but to show a certain spatial agglomeration effect;(4)The development process of our country city economic growth and carbon emission reduction coordinated development is feasible;(5)The influence of city development on the index of carbon emissions significantly;(6)There is a long way to promote the development of urban low carbonization.Finally,aimed at the problems analyzed and findings,this paper makes relevant policy recommendations,such as promote the development of low-carbon city to promote optimization and upgrading of industrial structure,strengthen the low-carbon technology and development and transformation,fostering low-carbon consumption habits and improveing the regulatory system development strategies to achieve the city clean,green,intensive and controllable.The study also points out the existing problems and future research directions.
