China has experienced nearly 20 years of rapid urbanization and urban sprawling and led to rapid expansion of cities,coarse and effectiveless land uses,and lack of land resources.The era of a large amount of lands that can be used for developing built-up lands has no longer existed,which led to the increasing contradiction between human's demand and lack of land.Instead,the model of using existing urbanized areas for re-construction and re-development of cities has emerged.At the present the development of China's urbanization is at the stage of changing the old ways.Three-old land conversion means redevelopment and re-construction of old towns,factories and villages.The three-old land conversion deals with data collection,construction planning and evaluation,and optimization of the land conversion and requires the support of scientific principles,theories,technologies and methods.Currently the studies of the three-old land conversion focus mainly on development of relevant theories.Because of the effects of differences in economic development across regions,the models of the three-old land conversion differ from place to place.Thus,it becomes urgent and very important to develop a generalized and widely applicable framework of methodologies for evaluation and model optimization of the threeold land conversion,and provide a strong support for scientific decision-making of the threeold land conversion.By combining with practical experience of many years for three-old land conversion in Shunde District of Guangdong Province,this study explored the theories and methods of evaluating three-old land conversion and developed a multi-scale standardization evaluation system and a multi-criterion based methodological evaluation system.The evaluation system consists of potential assessment,effectiveness assessment and model assessmentThis study also created the techniques of big-data collection,pre-processing,standardization and database development for three-oild land conversion or re-construction,and further completed data cleaning and standardization and developed a land unit based spatiotemporal database.The indicator evaluation system was based on the delineated land units and can be used to objectively evaluate the potential and effectiveness of three-old land conversion.Using a geographical weighted evaluation method,the potential and benefit of three-old land conversion were assessed.Various models of three-old land conversion were summaried and grouped in terms of overall and individual objectives.Moreover,the relationship of the potential and effeiciency of three-old land conversion with conversion models was analyzed.Using a hierarchical analysis method,the models of three-old land conversion were optimized and an ultimate conversion model was determined based on comprehensive effectiveness values and potential classification.This study resulted in following conclusions:(1)This study discussed the theories and methods of evaluating three old land conversion: Based on natural,economic and social properties of three-old lands and analysis of characteristics of all relevant factors,the evaluation standards of economic,social and ecological factors were determined,and the principles for selecting the factors at multiple scales and the methods to quantitatively measure the effects of the factors were developed.The evaluation system of three-old land conversion used a logical order,progressively described five methods of delineating land units and analyzed their advantages and disadvantages and applicable scopes.In addition,this study analyzed the methods used to assess and classify the results of three-old land conversion and clarified their applications.This methodology provided guidelines for potential,effectiveness and model evaluation of three-old land conversion.(2)This study created big-data integration technologies of three-old land conversion: This study developed the consistent technologies of integrating and processing various data needed for three-old land conversion.This study also presented the methods of data standardization,quality improvement and spatiotemporal database development.Moreover,this study developed the standards of data collection and processing,the technology of integrated web crawler data capture,the automatic classification method of remote sensing and the method of missing data filling.Finally,this study completed the collection and processing of the needed data and conducted the development of spatiotemporal database based on land units,and provided the basis of data and technological framework of integrating the data for three-old conversion.(3)Based on the major old land types(old buildings in urbanized areas and factories)to be converted,this paper presented a new potential and efficiency evaluation method of threeold land conversion based on a multi-criterion comprehensive model and decision tree.This method was characterized by automatization and interllectual and provided an applicable decision-making method.Based on the features of old buildings and factories,this study developed an evaluation system of potential and efficiency indicators.In order to promote intensive utilization of lands,transformation and upgrading of industries,and improvement of human living environment and city landscape,a total of thirteen 13 evaluation indicators were selected.By introducing big-data integration methods,a comprehensive evaluation model was developed to improve the potential and effectiveness evaluation.The obtained results show that among the old buildings of Shunde District,the distribution of the potential classes for three-old land conversion was uneven and dominated by the potential levels I and II.Compatibly,the old factories were evenly distributed.The results of efficiency evaluation show that overall effectiveness of three-old land conversion for the study area was good.Comparing the study area with those having poor administration effectiveness,it was found that not only economic and social efficiency but also ecological effectiveness was excellent.(4)Based on the different characteristics of the areas where practical three-old land conversion was conducted,three-old land conversion models were classified through the conversions of land uses.The models contained the information of land use conversion subjects,their conversion objectives and statuses,which led to a total of 12 different models of three-old land conversion combining land use conversion subjects and methods,and also resuled in the solutions for sole model and lack of conversion subjects and uses.This study created three-old land conversion models and the indicators used to assess them.Based on the analysis of spatial autocorrelation,the models of three-old land conversion were optimized.
