With the social-economic development,people's almost unlimited demand for limited land area is causing more and more serious problems.This requires the re-use of land to meet the changing needs of the community,to upgrade the construction land is a good solution,demand better make decisions on upgrading land use planners.To calculate the potential of urban renewal and renovation,propose the method of potential calculation,which can provide reference for the determination of urban renewal and renovation related policy formulation and planning objectives,timing and strategy.On the basis of summarizing the previous research experience,this paper combs the relationship between urban function and urban renewal,and uses the parcel as the renovation and evaluation unit,which is based on the improvement of urban function,combined with GIS from the geological conditions of the renewal unit,the building Condition,agglomeration,reachability,and the improvement of the potential of public facilities based on the data of population activities.The influence of evaluation index factor on the potential of renewal is determined by subjective analytic hierarchy process and objective mean square error method.Then with the approximation of the ideal solution TOPSIS on the transformation of the potential classification of the land,and finally with 2014-2016 Shenzhen implementation of the program update unit to verify the accuracy of the model method,scientific,for the implementation of the renovation,The potential for retrofitting,and the timing of the transformation to provide a scientif ic and rational basis.Through the study can draw the following conclusions:(1)This paper is based on the development of the population of big data support activity to measure urban renewal and reconstruction of potential,for education,health care,sports facilities,park plaza,life service facilities,municipal facilities and other public infrastructure are used on the ground dynamic population Data(Tencent application online population)on the average,can better quantify the regional public construction facilities to improve the full,taking full account of the needs of residents to achieve the fine evaluation of urban renewal and reconstruction potential.(2)This paper evaluates the urban renewal and transformation potential of Shenzhen from the macro level and the micro level respectively.The macro-level mainly consider the natural factors,parcel conditions,location factors,and social factors of four factors.With natural segmentation method,the residential land,industrial land,commercial land potential are divided into I(smaller),II(small),III(medium),IV(better),V(best),in order to grasp the plot of Shenzhen from overall innovation potential.From the micro level,this paper is based on the angel if improving the city capability of economic?social and cultural for all made by a ground of Shenzhen,residential,industrial,commercial innovation potential of Shenzhen city were analyzed.According to the characteristics of different land types,the evaluation index system of urban renewal and transformation potential is constructed,calculate the potential level.Finally,with the 2014-2016 Shenzhen City's plans of updating units to verify the results and found that the accuracy of the results reached 79%.(3)Construction development intensity,land distribution agglomeration degree,traffic condition,a ground area of public facilities as the main factors influencing the transformation potential.(4)Urban renewal project has certain timing,due to financial policy and other constraints,the replacement of specific plots with time on the success.This study provides a reliable scientific basis for the order of land reconstruction.Under conditions permitting,the high-potential grade plots of V-class should be renewed and then converted to low-latitude-level plots.
