Research On The Strategies Of Risk Communication In Food Safety Regulation

Food safety is all important to the national economy and people’s livelihood.It’s necessary to give more attention for the government.Nevertheless,along with economic transition and social transition,the interests of all parties arranged in a crisscross pattern in China,that makes food safety problem extremely complex.In this risk environment,the risk communication of government regulation is very necessary.In addition,it is important to make a perfect management system for risk communication.One of the main parts is to make scientific and feasible risk communication strategy.This paper focuses on how to make and implement risk communication strategies effectively,which is concerned by food safety regulation departments.The scientific question which is consistent with the practice problem is how to accomplish the cognition,generating,coordination and improvement of risk communication strategies in current food safety regulation environment,which needs relevant guiding theories and work analyzing methods.Existing researches about risk communication strategies mainly focus on the strategy cognition under different scenarios.However,they are often focusing on the risk communication between firms and the public and researches with regulation perspective are lacking.In addition,the researches about risk communication strategies are scattered and the risk communication strategy framework is incomplete.On the other hand,risk communication researches under new food safety situation lack regulation environment analysis and generation of detailed communication strategies.Based on analysis of current food safety regulation environment and stakeholders,this article carries on mechanism top level designing,strategy construction and generating and strategy coordniation and continous improvement of risk communication,and complets risk communication strategy research systematically.Firstly,through studying the evolution process of food safety regulatory to explore the basis framework of food safety regulation,and then identify and analyze foode safety regulation environment and stakeholder relationship.This paper defines four basic concepts,including the food,food safety,the food safety regulation and the food safety risk communication.Propose the research framework of food safety risk communication strategies,including 4 levels that are regulation environment level,top level designing level,strategy construction level and strategy implementation level,and state the relationship among those levels.Analyze food safety regulation environment and relationship among stakeholders,and recognize their influence on food safety regulation ways and strategies.Based on full-view assessment,analyze the current food safety regulation environemnt in China and existing problems.Propose several advices according to assessment results.Taking exemple of regulation departments,food firms and third-party supervision subjects,this paper analyzes the behavior selection mechanism of each stakeholder by using evolutionary game theory,and finds out that when the food safety penalty is greater than a certain value,regardless of the value of the condition coefficient,it will result in the production of qualified food,reducing the risk of producers;in a single regulatory focus,the focus on the procurement stage is the best strategy;in the dual regulatory focus,"procurement + processing" is the optimal strategy;udert different information discovery rates,the optimal strategies are different.Secondly,this paper studies the top-level design of risk communication in food safety regulation,defines influencing factors,regulatory system,regulatory objectives,regulatory role,top-level framework,top-level design and other concepts of food safety regulation,constructs the top-level framework of food safety regulation,including the support and limits of legal institution,system and mechanism to the mechanism design of food safety regulation,and summarizes the existing problems in the existing food safety regulation mechanism,proposing the "antecedent-behavior-consequences" model of food safety regulation mechanism,and constructs the top-level design framework of the food safety risk communication mechanism,including stage dividing and goal choosing,interests goal coordination and risk communication project designing,risk communication process construting and interaction coorination,and risk communication mechanism designing and mode standardizing.By analyzing the top-level design framework of risk communication mechanism in food safety regulation,this paper puts forward the key link of continuous improvement of risk communication mechanism,including starting period of continuous improvement,work routine of single improvement and key links of continous improvement.Thirdly,this paper focuses on the strategy construction of food safety risk communication.In the food safety regulation environment,extract strategy demands and strategy construction features of risk communication.The construction of risk communication strategies includes three parts,that are risk communication strategy cognition,risk communication strategy generation and risk communication strategy structuring.At the part of risk communication strategy cognition,based on historical case studies and literature review,this paper identifies the basic strategies and its sub-strategies of risk communication in normal state,emergency state and rescovering state.At the part of risk communication strategy generation,in terms of risk communication in normal state,propose goal analysis based risk communication generating method.In terms of risk communication in emergency state,propose scenario coping based risk communication generating method.In terms of risk communication in rescovering state,propose goal reconstruction based risk communication generating method.At the part of risk communication strategy structuring,based on the framework structure and dimension structure,put forward the structured representation methods of risk of communication strategies.Again,this paper researches the ontology sharing problem on the coordination of risk communication strategies,which focus on problems that are knowledge dependence,time constraints and knowledge sharing across the organization in the process of generation and implementation of communication strategies.Combine historical cases and relevant literature,trace knowledge that risk communication strategy coordination needs in emergency state.According to the knowledge requirement of risk communication strategy coordination,construct the knowledge ontologies of risk communication strategy coordination,the scenario ontology is constructed according to the needs of the scenario knowledge,the strategy ontology is constructed according to the demand of the strategy knowledge,and the coordination ontology is constructed according to the needs for coordination knowledge.This paper puts forward the ontology sharing method of risk communication strategy coordination,and on the basis of ontology construction,through the call and generation of knowledge ontologies,complete the generation and correction of risk communication strategies,achieving the purpose of improving strategy effectiveness.With a use case,verify the effectiveness of knowledge ontology sharing.Finally,the paper explores how to sketch the roadmap about continuous improvement of food safety risk communication strategies.This paper discusses the continuous improvement theory of risk communication strategies from the perspective of dynamic and sustainable,and puts forward the continuous improvement framework of food safety risk communication strategies,including three levels that are strategy architecture layer,continuous improvement layer and support resource layer.With the improvement project design as the focus,this paper puts forward the continuous improvement roadmap of food safety risk communication strategies,including the pre-allocation and parameter analysis,operation and problem discovery of continuous improvement projects,improvement project implementation and improvement project implementation.In the support resource layer,taking local regulation support and financial resource protection as exemples,this paper puts forward the policy implementation mechanism and financial protection mechanism of the continuous improvement of food safety risk communication strategies.Among them,local regulation support includes two parts that are policy implementing and regulation coordinating.
