Transforming the momentum of economic growth,promoting the upgrading of industrial structure,and realizing the rapid growth of the economy to high-quality development are important themes faced by the whole country and all regions.With the development of the coordinated development of Beijing-Tianjin-Hebei and the establishment of the Xiong'an New District,the important position of the Beijing-Tianjin-Hebei region in the economic development of the country in the new era has been continuously enhanced and Hebei has played a pivotal role as the hinterland of Beijing and Tianjin.Realizing the transformation of kinetic energy and structural upgrading of Hebei's economic development in a timely manner will not only contribute to the sustained and stable development of Hebei's economy but also facilitate the smooth advancement of the coordinated development strategy of Beijing,Tianjin and Hebei and create a new growth pole in the Bohai Rim region of northern China,which will drive the northern economy to a fast pace.Continued growth.Based on the existing research literature,this paper focuses on the driving factors of industrial structure upgrading,the path of industrial structure upgrading and the main research methods,and based on this,the research perspective and overall research ideas are determined.First,based on the theory of industrial structure upgrading,the theory of economic development stage and the relevant economic theory of regional coordinated development,combined with the 12 core kinetic energy indicators used in the World Economic Forum's Global Competitiveness Report,combined with the level of per capita GDP,the regional economy will be Development is divided into three main stages: factordriven,efficiency-driven and innovation-driven.Combined with the dominant kinetic energy of different stages,the dynamic mechanism of industrial structure upgrading is constructed as the theoretical framework of this paper.Secondly,under the background of coordinated development of Beijing-Tianjin-Hebei,the paper analyzes the status of Hebei Province in the coordinated development of Beijing-Tianjin-Hebei,the status quo and development process of industrial structure,the advantages and disadvantages of industrial structure upgrading,and the kinetic energy and constraints of industrial structure upgrading.Factors and use the industrial upgrading lead coefficient and Moore change value to measure the relative speed of the development of the three industries in the country's overall economy and the rate of overall industrial structure upgrade from 2006 to 2015 in Hebei Province.It is found that the overall industrial structure upgrading rate in Hebei Province is accelerating,the development of the secondary industry is in advanced development,the tertiary industry is steadily improving,and the development of the primary industry is relatively backward;Thirdly,based on the research of qualitative norms,an empirical analysis of the driving factors of industrial structure upgrading in Hebei Province was carried out.Using the static deviation-share model,the structural effects and competition effects of the seven traditional industries in Hebei Province were analyzed from the demand side and the supply side,and the differences in kinetic energy were compared with those in Beijing and Tianjin.Then use the dynamic deviation-share space model,add the space coefficient,consider the mutual influence of the coordinated development of Beijing-Tianjin-Hebei,and further analyze the main kinetic energy of the three industrial upgrading in Hebei Province.The research results show that Hebei Province is currently in the efficiency-driven stage.Although the role of efficiency factors in the process of industrial upgrading is increasing,the role of factor input is still very significant,and the role of innovation factors is weak.The static deviation-part model is used to analyze the seven traditional industries in Hebei Province.Only the textile industry has a more competitive effect,and other industries have weaker kinetic energy than the Beijing-Tianjin region.According to the results of dynamic deviation-share space model analysis,the share of the three industries in Hebei Province is obviously larger than the structural component and the competitive component.In the development of the three industries in Hebei Province,the factor input is mainly relied on,the efficiency factor is not strong and the innovation kinetic energy is weak.The BeijingTianjin region has a certain role in promoting the development of Hebei's secondary and tertiary industries,and has a certain hindrance to the development of Hebei's primary industry.Finally,it is proposed that Hebei Province should take advantage of the coordinated development of Beijing-Tianjin-Hebei and the policy advantages of Xiong'an New District,and take institutional innovation as the guide to create a two-wheel drive development path with efficiency improvement and technological innovation as the main body.Hebei Province should start from the seven traditional industries,focus on improving the proportion and role of efficiency factors in industrial structure upgrading;increase technological innovation,promote the transformation and upgrading of the secondary industry;vigorously develop the development of the tertiary industry,and achieve the overall industrial structure upgrade and optimization.
