Research On The Use Of Foreign Capital In ASEAN Countries

With the acceleration of the global economic integration,the Southeast Asian countries have formed the association of Southeast Asian nations in accordance with their own development needs and international development.With the formation of ASEAN,ASEAN countries in the economic development of the competitiveness has been strengthened.The utilization of foreign capital is very important in the economic development of ASEAN countries.The utilization of foreign capital of ASEAN countries plays an important role in promoting the economic development of ASEAN and the process of regional economic integration.However,the use of foreign capital of ASEAN countries is not only opportunities and positive effects,but also has some disadvantages and negative effects.Therefore,how to further play a positive role in promoting the utilization of foreign capital in promoting economic development of ASEAN countries,to reduce or avoid the adverse effects caused by the use of foreign capital,is the ASEAN countries must consider the question.Under this background,this paper discusses the utilization of foreign capital of ASEAN countries from several perspectives:First of all,ASEAN countries are now in the primary stage of economic development,domestic capital is difficult to form a larger scale in a short time.Therefore,the real motivation of ASEAN countries for the use of foreign capital: with the help of international capital and its accompanying technology,to make up for the ASEAN countries in the capital accumulation,technological innovation and application,so as to better promote the ASEAN economic,technology and social development.Secondly,in order to promote the development of their respective countries,ASEAN countries have introduced a series of preferential policies to attract foreign investment.ASEAN's economic environment in the past 15 years has been greatly improved,the overall economic environment for foreign investment attraction has been greatly improved.The degree of openness of society and constantly improve,acceptance for foreign investment have been greatly changed;the local governments at all levels in the long process of ASEAN countries and foreign contact gradually formed a certain investment guidance and experience,which makes the government management level in dealing with foreign investment experience;consumer attitudes change,for foreign products have a higher degree of recognition.Although the overall technical level of ASEAN countries is not high on the whole,however,ASEAN countries still have some unique advantages on the basis of the basic industrial production technology and labor quality of basic industries.Again,use foreign capital actively effect on the economic development of ASEAN countries to Promote ASEAN countries: utilization of foreign capital in economic growth,the utilization of foreign capital and promote the evolution of industrial structure in ASEAN countries,utilizing foreign capital to promote technological progress of the ASEAN countries,ASEAN countries to promote the use of foreign trade,foreign capital utilization to promote the ASEAN countries to expand employment,promote the utilization of foreign investment in ASEAN the national development of backward areas.Including the negative impact of foreign investment on ASEAN countries economy: a threat to national economic security of foreign investment in ASEAN countries,foreign capital utilization is likely to cause the ASEAN countries "enclave economy",foreign capital utilization is likely to cause structural deficit in ASEAN countries often use foreign payments,easy to cause the ASEAN countries export oriented industrialization limited,utilization of foreign capital to imbalance resulting in the development of ASEAN countries and regional industrial structure.In addition,after the financial crisis,the overall utilization of foreign investment in ASEAN countries has become more and more serious,and the growth rate of foreign investment is relatively low and there is a greater volatility.Including the restricting factors of the development of the ASEAN countries to use foreign capital in the ASEAN countries to use foreign capital in traditional foreign country by ASEAN countries showed significant decline in economic growth,which makes the ASEAN foreign sources decreased obviously;the negative impact of the ASEAN countries themselves not enough completely get rid of the financial crisis;other emerging countries competition between the ASEAN countries to attract foreign investment competition pressure;ASEAN political environment has some unstable factors.After the establishment of Asian investment bank,the adjustment of ASEAN's foreign investment policy includes: perfecting the legal system of foreign investment,improving the policy system of foreign capital utilization,improving the preferential policies,and improving the examination and approval of investment projects.
