With the accelerated development of economic globalization, the process of products is increasingly "fragmented".This mode of production affects the development of a country’s economy or industry by improving labor productivity, reducing costs, promoting technological progress and so on.China’s service industry is also participating more and more frequently in the process of international division of labor. As a key industry that will drive China’s economic growth in the future, the development of the service industry in the global value chain will significantly affect its effect of improving the economy.China’s service industry is still in a dominant position in the global value chain which is dominated and controlled by developed countries or service powers. At the same time, the world economy continues to slump and the Western countries promote "anti-globalization".In a short period of time,it is difficult for China’s service industry to achieve the goal of domestic economic growth by simply participating in global value chains achieving a rise in status. The "Belt and Road" initiative has provided new ideas and ways for China’s service industry to break through the development dilemma. Therefore,in order to make the service industry better supporting domestic economic growth,it is of great significance to study how to promote the promotion of the global value chain status of China’s service industry by the development in the regional value chain along the "Belt and Road".Under the guidance of international division of labor theory, global value chain theory and value-added trade theory, taking China’s service industry to participate in the regional value chain along the "Belt and Road",the article analyzes its direction and approach to the global value chain status index.Using the latest World Input-Output Table(WIOT)data published by the World Input-Output Database(WIOD)in 2016,the paper applies the system GMM model and the mediation effect analysis method to empirically test the conclusions of relevant theoretical derivation. The basic content of this paper is as follows:The first chapter is an introduction. This part introduces the background and significance of the research, the main content and framework of the research, the research methods, the innovation and inadequacies of the research. The second chapter is the theoretical basis and literature review. This part mainly Combings and reviews the theory of international labor division and the theory of global value chain.According to the development characteristics of current division of trade, the development process of value-added trade theory and new international trade statistics system is summarized. This paper also summarize the existing literature results from three aspects, respectively China’s service industry global value chain, service trade between China and countries along the "Belt and Road" and the "Belt and Road",regional value chain. The third chapter is the development status and prospects of the global value chain of China’s service industry. The article mainly uses the world input-output table, using the method of Wang Zhi et al.(2015),to decompose the trade data of China’s service industry as a whole and its various sub-sectors to the world from 2000 to 2014 according to the source and destination of the added value, and to construct the relevant indicators. This deeply analyzes the status of China’s service industry participating in the global value chain. At the same time, compared with the developed country-the United States,it is clear that there are deficiencies in China’s service industry. Finally, this paper predicts the future development of China’s service industry in the global value chain through the analysis of the international economic development environment. The fourth chapter is the development status and prospects of China’s service industry in the "Belt and Road" regional value chain.Applying the same method, this paper analyzes the status of China’s service industry participating in the "Belt and Road" regional division of labor, causes and future development space. The fifth chapter is the impact mechanism and climbing path of regional value chain enhancing the status of global value chain.Under the analysis of the status and development prospects, this paper predicts that the development of China’s service industry in the“Belt and Road" regional value chain will promote the rise of its global value chain status.Based on relevant theories and existing research results, this paper deduces the impact mechanism of China’s service industry global value chain status index promotion in the process of constructing and leading the "Belt and Road"regional value chain, and explains the specific climbing path under each impact mechanism. The sixth chapter is the empirical analysis that the regional value chain improve the status of global value chain. This paper applies the system GMM model to empirical test the theoretical analysis results of China’s service industry in the development of the"Belt and Road" regional value chain to promoting its position in the global value chain.Further, the global value chain status index of China’s service industry will be replaced by the value chain status index of China’s service industry among all over the world besides the countries along the "Belt and Road".This is done for testing the stability of the model. Finally, the article applies the mediation variable method to verify the intrinsic influence mechanism of the increased global value chain status index of China’s service industry under the background of "Belt and Road".The seventh chapter is the research conclusions and policy recommendations. The content of this part will summarize the full text, summarize the research results of the full text, and propose targeted policy recommendations based on this.Through theoretical analysis and empirical analysis, the paper draws the following conclusions:First of all,in the global value chain,China’s service industry’s export growth has been slow in recent years-Export product structure has no further optimization signs.China’s service industry participates in global value chain by backward participation mode. The global value chain status index is always low.Individual industries have lowered the level of development of China’s service industry as a whole in the global value chain, such as agriculture, forestry, animal husbandry, fishery and auxiliary activities, scientific research industry and other industries. The reason for this development is that the proportion of domestic value added in China’s service exports has begun to decline.Domestic value added is less involved in multiple cross-border flows. The abroad value added proportion of service products exported in the form of intermediate goods in China has fluctuated drastically. The greatest contribution to the global value chain status index is always the foreign value added.By comparing with the United States,it is found that the US service industry occupies a dominant and dominant position in the global value chain, and there is a huge gap between the development of China’s service industry and the United States. In addition,in the international context of the slow development of the world economy and the prevalence of "anti-globalization",it is difficult for China’s service industry tries to achieve industrial upgrading by simple participating in the global value chain in a short period of time, getting rid of the control of developed countries and service countries, and further enhancing the status of its global value chainSecondly,in the "Belt and Road" regional value chain, the total volume of China’s service industry exports to the "Belt and Road" region has increased year by year.Export product structure is continuous optimization.China’s service industry participates in the"Belt and Road" regional division of labor by forward participation mode.Compared with Russia,Poland,Turkey,Greece and India, which have a large amount of trade in services along the "Belt and Road" region, the "Belt and Road" regional value chain status index of China’s service industry is relatively high and continues to climb to higher value-added positions.Individual industries have improved the overall level of development, such as wholesale and retail, transportation, warehousing and postal services, leasing and business services, information transmission, software and information technology services. The reason why China’s service industry can occupy a relatively dominant and dominant position in the "Belt and Road",regional value chain is that domestic value-added inputs account for a higher proportion of total service exports.Domestic value added has been widely involved in many cross-border flows.Although the foreign value-added contribution rate is slightly higher in the "Belt and Road" regional value chain status index of China’s service industry, the contribution rate of indirect value added is comparable to that of the latter, and the proportion of indirect value added is increasing. In leasing and business services, education, health and social work, the contribution rate of indirect value added has exceeded the contribution rate of foreign value added. The increasingly perfect construction of the domestic value chain also satisfies and supports the development of China’s service industry in the "Belt and Road" regional value chain. In terms of future development prospects,China is in line with the demands which countries along the "Belt and Road"need to develop service industries.Under a good development foundation, greater trade complementarity than competition, financial industry and transportation industry, the common thrust of the financial industry and the transportation industry,China’s service industry has a large development space and a good development prospects in the "Belt and Road" regional value chain in the future.Thirdly, this paper confirms that the development of China’s service industry in the regional chain of "Belt and Road" will indeed have a positive impact on its global value chain status index by theoretical approach and empirical approach. In addition, increased input of productive service intermediates in service export products, increased in the contribution rate of domestic value added in service export products and further improvement of infrastructure will also significantly promote the rise of China’s service industry to the high value-added position of global value chains. This paper applies the mediation effect analysis method to confirm that the development of China’s service industry in the "Belt and Road" regional value chain achieves the goal which moves to the high value-added location of the global value chain through the continuous improvement of its own element structure, the enhancement of specialized production capacity, the further improvement of the technical level and increased ability of deeply involved in the division of labor.Among them,China’s productive service industry in the "Belt and Road"mainly transmit positive effects to the global value chain through specialized division of labor and institutional factor. The life service industry transmit positive effects through the demand factor and the public service industry has an impact on the promotion of the global value chain status of China’s service industry through factor endowment, technology and institutional factor. The innovation of this paper is,taking into account the prevailing trade in intermediate goods,to accurately analyze the development status of China’s service industry in the "Belt and Road" regional value chain by taking value-added trade as a statistical measure, which is more in line with the reality of China’s service industry. At the same time,we also deeply understand the reasons why China’s service industry presents such development status in the global value chain and the "Belt and Road" regional value chain from the perspective of added value.Under the guidance of the "Belt and Road" initiative, this paper creatively connects the "Belt and Road" regional value chain of China’s service industry with the global value chain and conducts research. However, because this paper mainly applies the world input-output table published by the WIOD database, resulting in the lack of research data in recent years and inaccurate coverage of countries along the "Belt and Road",future research is expected to achieve breakthroughs in these areas.
