In recent years,China’s high-tech industry has maintained a relatively rapid development trend.High-tech industry plays an engine role in promoting sustainable economic development,accelerating the transformation and upgrading of manufacturing industry,and creating the highland of industrial technology innovation.Under the background of innovation-driven development and supply-side structural reform,the innovation of China’s high-tech industry has made some progress.However,the ability of independent innovation still needs to be improved.The mastery of core technology is still a problem.The technology acquisition still needs technology introduction.The problem of emphasizing production rather than technology development still exists.The industry innovation system is an important part of national innovation system,which is the link between regional innovation system and enterprise innovation system.The resource elements of industry innovation system involve labor,capital,technology and other innovative resource elements,which are scarce to some extent.Under the condition of limited innovative resources,the rationality and effectiveness of resource allocation of high-tech industry innovation system will become the bottleneck of restricting industrial innovation and sustainable development.The efficiency of resource allocation is a quantitative index to measure and judge the quality of resource allocation,and it can also point out the adjustment direction for improving the effectiveness of resource allocation.Therefore,from the perspective of system science,this paper analyzes the impacts of internal structure elements and external environment elements of high-tech industry innovation system on resource allocation efficiency.The paper adjusts resource inputs of high-tech industry innovation system according to resource allocation efficiency,so as to accurately grasp the key problems restricting the resource allocation efficiency optimization of high-tech industry innovation system.It is of greatly practical significance to promote the innovation development of China’s high-tech industry and enhance the core competitiveness of the industry.It can also provide some scientific references for policy makers to examine the allocation of industry innovation resources again.Firstly,this paper defines the basic concepts of high-tech industry,innovation resource and innovation resource allocation,summarizes the basic theory of industry innovation system,and clarifies the connotation of resource allocation efficiency of high-tech industry innovation system.On this basis,the research framework of resource allocation efficiency of China’s high-tech industry innovation system is constructed.Secondly,the resource allocation efficiency of China’s high-tech industry innovation system is comprehensively evaluated.This paper constructs the input-output index system.The maximum entropy projection pursuit model is used to reduce the dimension of the output index.The Sto NED model and dynamic evaluation model are used to calculate the resource allocation efficiency of China’s high-tech industry innovation system.The Dagum Gini coefficient is used to analyze the regional differences of the efficiency,and ESDA is used to study the spatial-temporal differences of the efficiency.Thirdly,this paper systematically analyzes the influencing factors of resource allocation efficiency of China’s high-tech industry innovation system.Based on the theory of industry innovation system,this paper selects the influencing factors of resource allocation efficiency of China’s high-tech industry innovation system from the innovation subject elements,innovation carrier elements,innovation policy elements of the system hierarchy,as well as the external environment elements of the system.Then,the paper uses BP-DEMATEL model to identify the key influencing factors of the efficiency.Combined with ISM model,this paper analyzes the impact paths of key and non-key factors on the efficiency,and uses panel spatial econometrics model to investigate the effects of key influencing factors on the efficiency.Fourthly,the system dynamics model of resource allocation efficiency optimization of China’s high-tech industry innovation system is constructed.According to the modeling procedures of system dynamics,system boundary and basic assumptions,and model design principles,the system dynamics model is established.The evolution process of the resource inputs and outputs of high-tech industry innovation system is analyzed by using causality diagram and flow diagram,and the validity of the system dynamics model is tested by combining adaptability test and history test.Fifthly,the system dynamics model is used to simulate the resource allocation efficiency optimization of China’s high-tech industry innovation system.By adjusting the control variable parameters of the system dynamics model,the simulation schemes are generated and the computer simulation results are obtained.The sensitivity of the resource inputs and outputs of high-tech industry innovation system on the adjustments of the control variable parameters is investigated.According to the evaluation results of resource allocation efficiency of each simulation scheme,the optimal scheme is selected in the simulation schemes.Thus,the optimal adjustment scheme of the resource inputs of China’s high-tech industry innovation system is obtained.Finally,the paper puts forward countermeasures and suggestions for resource allocation efficiency of China’s high-tech industry innovation system.Based on the results of empirical analysis,this paper puts forward corresponding countermeasures and suggestions from three aspects,including coordinating the balanced allocation of the resources of China’s regional high-tech industry innovation system,driving the improvement of resource allocation efficiency of China’s high-tech industry innovation system,and optimizing the resource inputs of China’s high-tech industry innovation system.
