"High-tech industry is the driving force in today’s global economy, it willpromote the sustainable development of the world." High-tech industry as atechnology-driven industry, with knowledge and technology-intensive, smallinnovative, strategic and environmental pollution and other advantages, has extremelyimportant implications for social and economic development. Our high-tech industrystarted late, in order to have a place in the world economy, China must vigorouslydevelop high-tech industries, and improve our international competitiveness.High-tech industry is technology-intensive, knowledge, capital-intensive industry, it’shealthy development, we must ensure the rational use of technological resources,science and technology related to industrial production and resource allocationefficiency, so how to effectively improve the high-tech industry IT resourcesallocative efficiency is an important issue of China’s high-tech industries are facing.Resource allocation efficiency technology has become the core of the global industrialcompetition, but also the evaluation of the efficiency of the main indicators ofindustrial efficiency. Technology resources are human resources, financial resources,material resources department, institutional resources, organizational resources,manage resources and information resources software and hardware elements,collectively, by the elements of science and technology resources, and the interactionof the various elements associated constituted a large population. For different timesof social and economic development, the demand for IT resources are different areas,differences exist on different levels, therefore, the high-tech industry, science andtechnology resources required to meet the needs of the times must be configured andadapted to national circumstances, and only in accordance with this model to optimizeconfiguration, in order to improve the efficiency of China’s high-tech industry. Inview of this, the paper dedicated IT resource allocation efficiency from theperspective of resource allocation study the effectiveness of high-tech industry, inorder to provide a reasonable basis for the healthy development of China’s high-techindustry.From the "Literature Review-Method Introduction-An Empirical Study,"the research ideas, high-tech industry, science and technology resources for the study,from industrial resource allocation, configuration regional resources and high-tech industrial policy evaluation are summarized in three aspects, analyzes the researchobject relevant characteristics and operation rules.From the "Literature Review-Method Introduction-An Empirical Study," theresearch ideas, high-tech industry, science and technology resources for the study,from industrial resource allocation, configuration regional resources and high-techindustrial policy evaluation are summarized in three aspects, analyzes the researchobject relevant characteristics and operation rules.Firstly, through the use of literature analysis, summarize the writings of scholarsat home and abroad, from the high-tech industry development, high-tech industrialtechnology resource allocation perspective of the main point of literature, theproposed technology is the current and future resource allocation period time researchfocus in the field.Secondly, we use a three-stage DEA model to analyze the allocation efficiency ofChina’s high-tech industry area technology resources, internal efficiency of resourceallocation industrial technology industries.Finally, improve the efficiency of China’s high-tech industry’s way oftechnological resources and policy recommendations.
