Currently, the high-tech industry is playing a more and more important role in the economic development of a country or a region. As the leading industry to channel the economic structure transformation and support the global economic development, high-tech industry has always been the focus of research for scholars around the world. The high-tech industry develops based on the high technology, in which the technological innovation is the most important engine and the innovation ability directly determines the competitive advantage of the industry. In recent years, the technological innovation of China’s high-tech industry is given much attention with the input of innovation increasing continuously, and the technological innovation is improved at a high level. However, on one hand, the innovation resources of high-tech industry are limited, so the innovation efficiency should be paid higher attention in order to realize the continuous innovation while still increasing the input of innovation resources. On the other hand, considering the imbalance of development for different regions in China, how to evaluate and improve the innovation efficiently to targeted regions is an important issue.This research is performed based on the summary of the relevant literature about the technological innovation of high-tech industry and the efficiency theory. Based on the two-phase process of the innovation of high-tech industry, the study divides the innovation efficiency into R&D efficiency and technological transformation efficiency with the clear definition of each conceptual scope. Through the analysis of the input and output factors of the two-phase innovation, the paper constructs the index of input and output both in the stages of R&D and technological transformation. And then the evaluation index system is set up for high-tech industry. Combined with the principal component analysis and DEA mode, the research performs the empirical analysis to study the R&D efficiency and technological transformation efficiency for the high-tech industry of27regions respectively in China. Through the empirical analysis to China’s regional innovation efficiency, the research finds out that the overall innovation efficiency of China’s high-tech industry is relatively low, meaning that the R&D efficiency and the technological transformation efficiency both are not high. In the perspective of R&D, the main reason to the inefficiency lies in the inefficient scale. Actually, most regions stay in the stage of increasing return to scale reflecting that there’s still much room to improve for these regions. From the perspective of technological transformation efficiency, the inefficient regions are mainly undeveloped and not open areas like the northwest regions. The research also makes use of the cluster analysis to compare the innovation efficiency among different provinces and districts. The research divides them into four types based on the R&D efficiency and technological transformation efficiency. Lastly, the study discusses how to improve the innovation efficiency in the perspective of financing environment, tax policy, intellectual property, talents protection, international cooperation, government support. And the paper proposes suggestions to the four different types of regions.
