Since the implementation of "Innovation Driven Development" strategy,China has been increasing direct R&D subsidies and tax preferences for enterprises,universities and other scientific research institutions,while enhancing the intensity of intellectual property protection in terms of law enforcement and legislation.However,in many provinces,the implementation mode of innovation policy is still very single,and there is no clear answer for each province on how to implement a reasonable policy combination.At the same time,whether the implementation effect of the policy meets the requirements is controversial.Many provinces blindly expand government R&D subsidies and strengthen the enforcement of intellectual property rights,resulting in the implementation effect of innovation policies far away from expectations,and some enterprises have serious "Fraud Compensation" phenomenon.The strengthening of intellectual property protection in some provinces has not reached the expectation of improving regional innovation output,and the construction of intellectual property system is still backward.Therefore,combined with the current implementation effect of innovation policy,it is necessary to systematically analyze the impact mechanism of R&D subsidy and the intensity of intellectual property protection on regional innovation output,and probe into the relationship between R&D subsidy and the intensity of intellectual property protection.Based on this,we can provide better policy suggestions for the implementation of reasonable policy combinations in various regions,so as to continuously improve the regional innovation ability in China.Therefore,this paper puts forward the following questions:First,in what range can R&D direct subsidies and tax incentives achieve the best results in promoting regional innovation output? Second,in what range can the intensity of intellectual property protection achieve the best effect in promoting regional innovation output? Third,what is the relationship between R&D direct subsidy,tax preference and the intensity of intellectual property protection? In the long run,what kind of policy combination should be implemented to achieve the best policy effect? Fourth,what kind of influence will the policy combination of R&D direct subsidy,tax preference and intellectual property protection intensity have on the regional innovation output,and what roles do the three play in the process of promoting regional innovation output?Based on the above problems,this paper does the following work and draws the corresponding conclusions:(1)Based on endogenous growth theory,regional innovation system theory and evolutionary game theory,a conceptual analysis framework is constructed to explain the impact mechanism between government R&D subsidy,intellectual property protection and regional innovation output.Then,theoretical analysis is carried out for the impact mechanism among the research objects,and research hypothesis is put forward after theoretical model deduction.(2)Based on the balanced panel data of 30 provinces in China from 2007 to 2017,this paper uses the dynamic threshold regression model to analyze the impact of Government R&D subsidies on regional innovation output.The results show that there is a significant "double threshold effect" between government R&D direct subsidy and tax preference on regional innovation output.Increasing direct subsidy and tax preference can improve the impact of R&D direct subsidy on regional innovation output in the early stage,but too high R&D direct subsidy will reduce its promotion effect on regional innovation output,and if increasing tax preference,its effect on regional innovation output will be further enhanced.(3)Referring to the previous research results,this paper constructs the evaluation system of the intensity of intellectual property protection in China,and uses factor analysis method to evaluate the intensity of intellectual property protection in 30 provinces in 2007-2017.On this basis,this paper constructs a dynamic threshold regression model to analyze the impact of the intensity of intellectual property protection on regional innovation output.The results show that there is a "double threshold effect" of intellectual property protection on regional innovation output.In a certain range,the improvement of the level of intellectual property protection will promote the regional innovation output,but if we excessively pursue the high-intensity level of intellectual property protection,its effect on the regional innovation output will be weakened.(4)This paper constructs a simultaneous equation model and uses the three-stage least square method to empirically test the relationship between government R&D subsidies and the intensity of intellectual property protection.Under the condition of long-term equilibrium,the results show that R&D direct subsidies,tax preferences and the intensity of intellectual property protection will produce "substitution effect".Combined with the theoretical and empirical analysis of the impact of the three on regional innovation output,"moderate direct subsidies,high tax incentives and moderate intellectual property protection" should be implemented.At the same time,the paper analyzes the R&D subsidy and the intensity of intellectual property protection that should be adopted by each province,and gives some suggestions.(5)Based on the in-depth analysis of the relationship between government R&D subsidy,intellectual property protection intensity and regional innovation output,this paper analyzes the mediating effect in the relationship between government R&D subsidy and regional innovation output.Besides,the moderating role of intellectual property protection intensity in the mediating process has also been anylyzed.It is found that R&D input mediates the relationship between direct R&D subsidy and regional innovation output,and the mediation effect is positively moderated by intellectual property protection intensity.The main innovations of this paper are as follows:First of all,this paper constructs a conceptual analysis framework including innovation policy combination.Based on the theory of consumer and producer,regional innovation system,industrial policy,endogenous growth and evolutionary game theory,this paper proposes a conceptual analysis framework including government R&D subsidy,intellectual property protection and regional innovation output.Secondly,based on the evolutionary game model,through the analysis of the relationship between the government R&D subsidy and the intensity of intellectual property protection,it is found that there is "substitution effect" between the government subsidy and the intensity of intellectual property protection under the equilibrium condition.Thirdly,referring to the previous evaluation methods,the new indicators are used to measure the intensity of intellectual property protection in each province of China,and the effectiveness of the indicators is verified by the robustness test in the empirical analysis.Fourth,the moderated mediation model is used to analyze the significant mediation effect of regional R&D input in the relationship between government R&D subsidies and regional innovation output,and it is found that intellectual property protection played a positive role in the mediating process.
