Study On Improving The Development Of Strategic Emerging Industrial Policy In Quanzhou

The international financial crisis has promoted world economic patterngeneration to change since2007. The impact of financial crisis causes thateconomic growth slowed down or even reverse, which threats thedevelopment of countries in the world, and have brought tremendous pressurefor the social order. To get out of the economic recession and to seize thedevelopment opportunities as soon as possible, the world are actively takingmeasures to cultivate new economic growth point. U.S., EU, Japan and someother major developed and emerging economies re-recognize the important roleof the real economy and the lack of national economic development, whichtakes a series of measures to promote the development of strategic emergingindustries. To speed up the transformation of the mode of economicdevelopment, Chinese government considerable emphasis on the developmentof strategic emerging industries for developing economy comprehensively,harmonically and sustainable, the introduction of a special development plan,and with the relevant policies. Quanzhou has experienced three successfultransformation and achieved remarkable development outcomes since reformand opening. However, the traditional industries is not only a competitiveadvantage in Quanzhou, but also being faced increased costs, scarcity ofresources, which are summarized as low-tech. The characteristics of strategicemerging industries is high-tech with low resource consumption, which willmake up for the lack of economic development in Quanzhou.This paper researches the concept and the connotation of the strategic newindustry and the related theories of the industry development firstly. Then this paperanalyses the foundation owned by Quanzhou to develop the strategic new industryand the current situation of the industry development. Finally, This paper providesappropriate suggestions about the development of Quanzhou’ strategic new industry.I think that we should further strengthen the role of government in the development of strategic and emerging industries, and the construction of innovation ability ofstrategic and emerging industries, enhance technological innovation, improve thefinancial and policy support system, promote the strategic and emerging industrycluster development, and we should also improve the evaluation system to overcomeand prevent short-term behavior during the development of strategic and emergingindustries.
