Research On Local Government 's Policy Of Developing Strategic New Industry

Developing the strategic emerging industries is to meet the transition demand of the new round of revolution in science and technology, which is an inevitable requirement of the development of China’s industrial transformation and upgrading. It is a major strategic choice of China as an emerging big country. Yangzhou must develop emerging industries of strategic importance as it wants to develop fast in central Jiangsu province and to emerge into the south area. The integrated use of the literature, qualitative analysis, comparative analysis, based on the theory of industrial policy, has been taken in the process of writing the thesis. The writer also learn the successful experience of strategic emerging industries of other countries and domestic areas, from the perspective of public policy, to analyze the problems and reasons for the development of strategic emerging industries of Yangzhou. The purpose of this thesis is to put forward countermeasures and suggestions, and to do something useful for the acceleration of the of regional strategic emerging industries development.Firstly, domestic and foreign industrial policies have been reviewed, based on the analysis of the concepts of strategic emerging industries and the development situations both at home and abroad. The attention mainly focuses on the study of Yangzhou strategic emerging industries development situation and the roles played by the local government. Secondly, some suggestions on industrial policies have been given, such as industrial planning&guidance, coordinated policy systems and the ways of policy implementation.The main conclusions of this paper are:To develop the strategic emerging industries is a strategic choice for Yangzhou in the process of economic transformation and upgrading; The development of Yangzhou strategic emerging industries needs to learn the successful experiences and practices of some foreign and domestic areas; Yangzhou should ensure the sustainable development of strategic emerging industries by complementation of policy system, industrial guidance and ways of implementation.
