Resource-based cities,which based on the exploitation and processing of natural resources as the leading industries,have made great contributions to China's economic development.Due to the law of life cycle development of resource-based industries,about 80% of resource-based cities in the country have entered maturity and recession.The production and processing methods of resource-based industries affect the efficiency of resource utilization,resulting in significant resource constraints for industrial development of resource-based cities.Resource-based industries typically have the characteristics of high energy consumption and high pollution emissions,which will cause serious environmental pollution and ecological damage.Therefore,the industrial development of resource-based cities is also facing a severe ecological environment test.In the stage of industrialization development in China,the industrial development mode of resource-based cities is to sacrifice the environment in exchange for rapid economic growth.Such a development mode is unsustainable.At present,under the strategic background of green economy and high-quality development,resource-based cities urgently need to resolve resource advantages traps and ecological environment dilemmas through industrial green transformation.At present,there is not much research on the green transformation of industry in the academic world.Currently,the research on the green transformation of resource-based urban industries is hardly involved,so its theoretical system is still in the exploration stage.Through theoretical and empirical research,this paper demonstrates the evolution law and policy choice of green transformation of resource-based urban industries,which provides a scientific basis for its rationality and effectiveness.This study attempts to initially establish a theoretical interpretation framework for the green transformation of industries in resource-based cities.This study uses the theory of industrial structure optimization to explain the connotation of the green transformation of the industry of resource-based cities.This study explains the inevitability of the green transformation of industry by the theory of industrial life cycle,the theory of industrial structure evolution,the theory of leading industry choice and the theory of comparative advantage trap.Based on the resource curse theory,it analyzes the restrictive mechanism of the transformation of industries and explains the reasons for the huge resistance of the transformation.On the basis of theoretical research,empirical research is carried out using economical measurement and statistical methods.Through empirical research,we Evaluated the level of green transformation of resource-based cities and examined the constraints of transformation.Based on the evaluation of the green transformation of resource-based urban industries,the model and strategy of green transformation of different types of resource-based cities are proposed from the perspective of industrial development.A case study was conducted on Huangshi City,a typical resource-reducing city in Hubei Province.Concluded as follow:Firstly,the essence of the green transformation of resource-based urban industries is the transformation under the concept of green economy and high-quality development.It is necessary to set multiple constraint targets while the industry is undergoing transformation.Its connotation includes the optimization of industrial structure,the gradual coordination of industrial development and resource environment.and the improvement of industrial green efficiency.At the same time,industrial green efficiency has improved.Secondly,in the context of “resource prosperity”,China's resource-based cities are prone to fall into the “comparative advantage trap” to form a resource-oriented industrial system.The resource industry is characterized by low industrial relevance,lagging technological progress and serious environmental pollution.In the cyclical decline of resource-based industries,it is bound to face a development crisis of resource depletion.In the long run,the law of diminishing marginal effects of resourcebased industries slows down the growth rate of the industry.According to the "moderate scale" theory,the unsynchronized changes in economic growth and resource and environmental constraints will also lead to unsustainable economic development.From the perspective of industrial structure evolution,resource-based cities will inevitably get rid of the traditional industrialization development mode through the green transformation of industry.Thirdly,The "Dutch disease effect",the crowding effect and the institutional weakening effect and their inter-conducting roles constitute the restrictive mechanism of the green transformation of resource-based urban industries.Based on the "resource curse theory",this paper clarifies the self-improvement mechanism of resource-based industries.Due to the Dutch disease effect,the resource sector has a significant crowding out effect on investment,savings,technological innovation and human capital.The resource dependence,resource structure and system weakening of resource-based cities have resulted in low-tech advancement,low human capital accumulation and low investment,which has constrained the green transformation of resource-based urban industries.Fourthly,We comprehensively evaluate the green transformation level of resourcebased urban industries from three aspects:industrial structure upgrading,resource and environmental constraints of industrial development and green and efficient industrial transformation.First of all,the rationalization of the industrial structure of resource-based cities is significant.The industry specialization index of the extractive industry is relatively high with a growing trend.The professionalization index of the manufacturing industry is low with a downward trend,while the anti-industrialization index also has a growing trend.The diversification index is low and showing a downward trend.For the specialization of industrial structure,mature cities and growing cities are more obvious than regenerative cities and declining cities.Second,the industrial structure of resourcebased cities has a trend of development.The secondary industries of mature cities and growing cities are ahead of their time.Advanced development of tertiary industry in regenerative cities and declining cities.Third,the transformation speed of the industrial structure of resource-based cities has accelerated overall,especially in declining cities.Fourth,the development of resource-based urban industries is constrained by resources.The decoupling state of industrial growth and mineral resources energy consumption and water consumption is unstable,especially showing high energy consumption characteristics.Fifth,the industrial growth of resource-based cities is basically decoupled from industrial wastewater discharge,industrial soot emissions,and industrial sulfur dioxide emissions.The environmental pollution phenomenon of resource-based urban industrial development has a tendency to improve.Sixth,the level of industrial green transformation efficiency is low,but it has a gradual improvement trend with time,among which growth cities>regenerative cities>mature cities>declining cities.Green total factor productivity shows:regenerative cities>recessive cities>mature cities>growth cities,whose growth is mainly due to technological progress.Fifthly,Resource development has a restrictive effect on the green transformation efficiency of the industry,so resource development is not conducive to the green transformation of resource-based urban industries.Resource development has a restrictive effect on manufacturing,physical capital,institutional factors,ecological environment,human capital and technological innovation by restricting transmission effects.Resource development has hindered the green transformation of resource-based urban industries through the negative impact on these factors.In addition,institutions,capital,economic levels,talent,technology and the environment are all important factors influencing the green transformation of resource-based urban industries.
