At present,the issue of resource ecology and environment has attracted global attention,the development of resource-based cities has been hindered,and urban transformation and green development have become the new trend of world economic development.According to "the sustainable development plan for national resource-based cities(2013-2020)"issued by the State Council,there are six prefecture-level cities in Shandong province,including Zibo,Zaozhuang,Dongying,Jining,Tai'an and Linyi.The national and local governments attach great importance to the transformation and green development of Resource-based Cities,Shandong Province is carrying out a major project for the conversion of new and old kinetic energy.It is necessary to study the evaluation of green transformation development of resource-based cities in Shandong Province.In this paper,six resource-based cities in Shandong Province are studied and the present situation and existing problems of green transformation of resource-based cities in Shandong Province are analyzed.Based on the evaluation system of domestic and foreign authority,guided by the relevant policies and high-frequency indicators of publications and documents,the evaluation system of the resource-based city of Shandong province green transformation development effect is established.Fifty-six primary indicators are artificially divided into five subsystems:economy,society,resources,environment and scientific and technological innovation.Using SPSS software,cluster analysis,non-parametric test,correlation analysis and comparison of the coefficient of variation are carried out on the indexes.Then,three indicators with Shandong characteristics are added innovatively,and finally an optimized evaluation system with 39 indicators is obtained.After that,this paper evaluates and compares the development effect of green transformation of resource-based cities in Shandong Province from 2012 to 2017 by using the gray entropy model combined with the entropy weight method and gray correlation analysis.On the basis of the evaluation results,the contribution rate and obstacle degree are analyzed,and the corresponding suggestions are put forward.The results show that the green transformation development effect of resource-based cities in Shandong Province is generally good.The difference between different cities is significant,and the contribution and obstacle factors of green transformation development are also not the same.Specifically speaking,Dongying!s green transformation development effect is the best,benefiting from the high contribution rate of environmental system and scientific and technological innovation system,the focus work of Dongying is to strengthen the adjustment of industrial structure.Zibo's green transformation development has a good effect,and the green transformation development process of each subsystem is more coordinated and balanced.Emphasis of Zibo is placed on the green transformation at the economic and social level-Taiwan and Linyi have moderate effect of green transformation development and they need to focus on economic development,such as increasing dependence on foreign trade.The other cities should learn from them is the environmental protection.The effect of green transformation development in Zaozhuang and Jining is not optimistic enough.What needs to be strengthened is the adjustment of industrial structure and the green governance of environment.
