Research On The Green Transformation Of Baishan Industry

The transformation of the industrial structure of resource-based cities is a complex project,which requires the concerted efforts of the government,enterprises and other aspects to achieve.As one of the 12 cities listed in the first batch of resource exhausted cities by the National Development and Reform Commission.It has experienced the early economic growth brought about by resource consumption and extensive growth,but also gradually lost with the change of the external economic environment.The traditional economic development model has become unsustainable and has become a burden of economic transformation.There are problems such as unbalanced industrial structure,difficulties in economic transformation,financial vacancy of local governments,slow development of supporting facilities,and the consequent brain drain.Since 2007,Baishan Municipal Government has been trying to make green industrial transformation,and has issued a series of transformation policies.In the process of implementation,it has not only made certain achievements,but also highlighted many problems in the transformation.This paper takes the industrial green transformation of Baishan City as the research object,analyzes the problems in the development of industrial green transformation of Baishan City through the ecological environment,infrastructure,innovation support,business environment and other aspects that are most closely related to the development of urban industrial green transformation,and puts forward the policy of urban industrial green transformation,including the transformation of government functions,clear positioning,construction of business environment From the perspective of scientific and technological innovation and industrial planning,the feasible path of industrial green transformation in Baishan City is proposed,which also provides feasible transformation experience for resource exhausted cities facing the same predicament.The main research contents of this paper are as follows:Chapter 1 analyzes the research background and significance of this paper,and summarizes and comments on the relevant research at home and abroad,especially the research on resource-based cities and green transformation.Chapter 2 describes the concepts of resource-based cities,resource exhausted cities,industrial transformation,green transformation and government functions involved in this study,and analyzes the theories involved in this study.Chapter 3 analyzes the natural resources and industrial transformation of Baishan City,and the problems existing in the current industrial transformation of Baishan City.It believes that the problems existing in the current industrial green transformation of Baishan City include the slow development of ecological industries,the urgent need to optimize the business environment,and the weak support for scientific and technological innovation.Chapter 4 analyzes the reasons for the emergence of industrial green transformation in Baishan City,and believes that the main reasons are the lack of backward government concepts and functions,the prominent contradiction in industrial structure that affects the development and the lack of a reasonable management system.Chapter 5 puts forward countermeasures from the perspective of clarifying the government’s positioning,improving the governance ability,optimizing the business environment,improving the industrial structure,establishing a green accounting and assessment system,and implementing green water and green mountains for ecological protection,which provides reference for the industrial green transformation of Baishan City.
