With the rapid development of economic globalization and industrial technology,high-tech industry has become an important force to promote sustainable economic development with its advantages of dense knowledge and technological factors, low resource consumption and high added value.China's high-tech industry has experienced rapid development for more than 30 years. From 2000 to 2018,the income of the main business of China's high-tech industry grew by an average annual rate of 81.63%.In 2018,the added value of China's high-tech manufacturing industries above designated size accounted for 13.9% of the industrial added value above designated size.In high technology industry rapid development at the same time, show the agglomeration phenomenon in a particular region, and gathering momentum of growth more than traditional industrial concentration areas, such as Silicon Valley of USA,Daedeok Valley of South Korea,Zhongguancun of China raised the industrial agglomeration form in the international competitiveness of the industry,at the same time, role in promoting regional economic development has become important to promote the development of regional and national economy mode. Therefore,it is particularly important to study the agglomeration of high-tech industries and its effects. This paper mainly studies the agglomeration of high-tech industries and its influence on economic growth, technological innovation and labor productivity.Firstly, the literature on industrial agglomeration and related theories are reviewed, analyzed and commented systematically, the basic theories of industrial agglomeration and high-tech industrial agglomeration are expounded, and the formation mechanism of high-tech industrial agglomeration is analyzed, and the mechanism of three effects is analyzed. On this basis, the development status of China's high-tech industry and the pattern evolution of China's high-tech industry cluster in time and space are analyzed. Then,it conducts an empirical study on the effect of high-tech industrial agglomeration in China, analyzes the impact of high-tech industrial agglomeration on economic growth, technological innovation and labor productivity, and then draws the following conclusions:First, the overall economic development of China's high-tech industries and their subsectors is on the rise, but the growth rate is slowing down.In the high-tech industry, the electronic information and communication equipment manufacturing industry has the fastest growth rate. The uneven regional distribution of high-tech industries and their sub-industries is reflected in the expansion and then reduction of regional differences, mainly concentrated in the eastern region, among which Guangdong,Jiangsu,Shandong,Shanghai,Zhejiang,Beijing and other regions are most concentrated. The regional distribution of pharmaceutical manufacturing industry is more balanced than that of other sub-industries in high-tech industry segmentation.Secondly, the agglomeration degree of high-tech industry and most of its sub-industries is at a high level. In 2008,the agglomeration level reached the inflection point at the highest level. Before the inflection point, the agglomeration degree grew rapidly, but after the inflection point, the growth rate slowed down. The eastern region has the highest level of high-tech industrial agglomeration, among which Shanghai,Beijing,Tianjin,Guangzhou,Jiangsu and other regions have the highest level of agglomeration. The agglomeration level of high-tech industries and subsectors generally has significant and positive spatial correlation, and the main agglomeration types are HH type and LL type.Third,China's high-tech industrial agglomeration has a significant promoting effect on economic growth as a whole, but it is found in the nonlinear study that when the degree of high-tech industrial agglomeration is lower than the threshold value,it has a positive effect on economic growth, and when it exceeds the threshold value,it will reduce the economic growth rate. There are significant regional differences in the influence of high-tech industrial agglomeration on economic growth in China, and the eastern region plays the most important role in promoting economic growth. The improvement of the agglomeration level of high-tech industry in most provinces in China is beneficial to economic growth, and the negative externality of agglomeration is greater than the positive externality in a few provinces and cities.Fourthly,China's high-tech industrial agglomeration plays a promoting role in the regional technological innovation level and the technological innovation level of neighboring provinces. The improvement of the technological innovation level of neighboring provinces is reflected in the spatial spillover effect.Meanwhile,it is found that the spillover effect is greatly influenced by the geographical distance, that is,the closer the distance is,the more significant the spillover effect will be.There are significant regional differences in the influence of high-tech industrial agglomeration on technological innovation level in China. In the eastern region and the central region,high-tech industrial agglomeration has a significant positive effect on the technological innovation level of local and neighboring regions, while in the western region, the effect is not significant.Fifth, the specialization agglomeration of high-tech industries has a significant positive effect on the overall labor productivity and the labor productivity of the secondary and tertiary industries, among which the effect on the labor productivity of the secondary industry is the largest, and the promotion effect in the later stage is higher than that in the early stage. The diversified agglomeration of high-tech industries has no significant influence on the overall labor productivity and the labor productivity of the tertiary industry, and has a weak promoting effect on the labor productivity of the secondary industry.
