High-tech industry has the characteristics of high innovation,growth and permeability,which plays an important role in the implementation of innovation driven development strategy in China.In recent years,the scale of China’s high-tech industry has made rapid growth,at the same time,there are also some problems of significant regional differences and poor cooperative innovation ability.Promoting the coordinated development of high-tech industry and the synergy innovation of IUR are of great significances for the construction of technological innovation system with enterprise as the main body,market orientation and production,teaching and research deeply integrated.Firstly,through combing the literatures,we summarized the theoretical mechanism of high tech industrial agglomeration’s effect on synergy innovation of IUR(industry-university-research);basing on this step,this paper mentioned the hypothesis of high-tech industry agglomeration’s effect on synergy innovation of IUR.Secondly,through using the panel data of 30 provinces(except Tibet,excluding Hong Kong and Macao)from year 2009 to 2015 in China,we analyzed the current situation of high-tech industry agglomeration and synergy innovation of IUR in the perspective of the whole country and three regions;simultaneously,basing on building spatial panel data model,this paper verified the hypothesis of high-tech industry agglomeration’s effect on the synergy innovation of IUR.Finally,we gave some policy recommendations about the regional coordinated development of high-tech industry and the synergy innovation of IUR,then,we carried on a forecast to the following research on the shortcomings of this article.The theoretical analysis show that high-tech industry agglomeration influences the synergy innovation of IUR through the "agglomeration effect" and "crowding out effect”,the " agglomeration effect" is mainly reflected by strengthening the flow of knowledge and technology,accelerating the accumulation of human capital,and reducing the cost of collaborative innovation,which promote the synergy innovation of IUR.The "crowding out effect" is mainly reflected by forming lemon market effect of "imitation driving out innovation",which made imitation crowd out innovation,intensifying the homogenization of competition,and form the "path-dependence" of innovation network,which hinder the synergy innovation of IUR.Due to the joint effect of the two effects,the impact of high-tech industrial agglomeration on the synergy innovation of IUR shows an "inverted U" feature.Measurement and empirical analysis shows five things.Firstly,the national level of high tech industrial agglomeration and synergy innovation of IUR is relatively low and shows a significant spatial positive correlation.Secondly,the whole nation’s level of the synergy innovation of IUR is low and show a significant spatial positive correlation too,the average level of 2015 is only 0.070588.Thirdly,the "inverted U" relationship between high-tech industry agglomeration and synergy innovation of IUR is verified,that is,the effect of high-tech industrial agglomeration on synergy innovation of IUR has a critical point,before it reaches the critical point," agglomeration effect" is the main effect,while it crossed the critical point,"the crowding out effect is the main effect,through regional comparison,some Eastern provinces such as Beijing,Jiangsu,Tianjin,Shanghai Guangdong,the agglomeration level of the high-tech industry has crossed the critical point,except for Chongqing,most Midwest provinces do not reach the critical point.Finally,the level of economic development,financial support and information openness has a significant role in promoting the regional synergy innovation of IUR,the human capital does not significantly promote the synergy innovation of IUR,and the government R&D direct funding support has a significant negative effect on the synergy innovation of IUR.On the basis of the research conclusions,this paper suggests that we should deepen the reform of the system and mechanism,appropriately control the level of high-tech industry agglomeration,and optimize the collaborative innovation environment of regional industry to promote the coordinated development of high-tech industry and synergy innovation of IUR.
