Proposed water institutions for Mongolia: Theoretical framework, empirical evidence, and policy analysis

Abstract/Summary:
This dissertation focuses on the identification, analysis and evaluation of proposed water institutions for Mongolia, based on empirical evidence derived from the application of economic theory and institutional analysis to extensive survey data collected in Mongolia. Integrated Water Resource Management approach as a basis for identifying the key components of a modern water institutional system, nine criteria for evaluating the current water institutions, and factor analysis for crafting the future proposed water institutions are employed. Data for the study were developed based on two surveys, the first consisting of the nine criteria for evaluating the current water institutions, and the second based on the key principles of the Integrated Water Resource Management for determining future proposed water institutions for Mongolia. The results of the first survey show that, according to 68.6% of the survey respondents, Mongolia's current water institutional system has failed to fulfill its water allocation duty, highlighting the need to create a more modernized water institutional system in the country. This response necessitated a second survey, which helped identify the key elements of a new water institutional system.;The major findings from this dissertation on Mongolia's new water institutions point to the need for a thorough overhaul of the system. These include: (i) clearly-defined water laws with conflict resolution mechanisms, private water rights systems, and accountability provisions; (ii) well-coordinated water administration at the national, regional and local levels with a high degree of autonomy, accountability, and technological expertise; and (iii) robust policies designed to ensure effective and equitable water allocation and management involving water users' participation.
