Water, a necessary and vital natural resource, is physical basic to the human survival and to the development of economy and society. With increasing of population, developing of socioeconomic and advancing of people's living standard, an acuity conflict between limited water resources supply and increasing water demand is coming into being. Water resource, society, economy and environment, which mutual promoting, restricting and action, come into being a complex system. It is important guidance for promoting harmony among human, water resource, economy society and environment to study relationship between water resource and society, economy, environment. Therefore, in this paper, from the characteristics of complex of water resource, it introduced and get Agent technology into water resource system, analyzed water resource Multi-Agent system. The main contents are as follows:(1)It gave briefly generalization and summary to the method of Water Resource Optimal Allocation. Based on this, it also analyzed the application of Agent in the Water Resource Optimal Allocation.(2)It introduced Agent theory and made generation to the definition,property,classification an architecture. It also analyzed architecture characteristic about BDI Agent. Meanwhile, the study presented Agent-based modeling approach and provided theoretical basis for water resource Multi-Agent system analysis.(3)It analyzed complex,macroscopic property and hierarchical structure of water resource system based on the complex adaptive system theory. It also established water resource multi-agent system framework based on Agent system, described behavior and adaptability of all Agents in detail. Moreover, it analyzed structure of all Agents, pointed out that the decision-making mechanism of government Agent is based on multi-objective optimization problem.(4)Based on the point of the decision-making mechanism of government Agent, the paper analyzed Water Resource Optimal Allocation of Tianjin with method of Multi-criteria Scenario Analysis. After designing four scenarios from the point of social economy,water supply balance and water quality, it evaluated every scenario based on fuzzy analytic hierarchy process, studied out and analyzed the best scenario. Based on the above, the paper put forward the measures to improve Water Resource Optimal Allocation and Carrying Capacity of Tianjin, which included water saving,open source(South—North Water Transfer Project),wastewater reuse and industrial structure adjustment.
