Abstract/Summary:
This study explores the organizational cultures of the U.S. Departments of Defense and State in the context of the Intermediate-Range Nuclear Forces (INF) Treaty interagency process. Using the theoretical frameworks of Kevin Avruch, Edgar Schein, Joanne Martin, and Harrison Trice, this study explores culture, organizational cultures, and subcultures within the Departments of Defense and State. After a period of time, an INF Treaty subculture emerges and transcends core cultures represented in the interagency group. The INF subculture endures more than 20 years.
