Not only multinational companies but also local companies have applied the content-motivation theory proposed by American scholars across cultures all the world, which has been put into questions in practice and in theory. The theory didn't motivate employees effectively, and furthermore, it had opposite effect, which harmed the companies. This makes the companies into trouble when choosing and applying motivational theory, so the article makes this question the studying object. I try to modify the main part of the content-motivation theory according the cultures in order to make the theory adjust to various cultures well, which can help the multinational companies and local companies have theories to motivate the employees.Firstly, the article reviews the main part of the content-motivation theory, and analyzes the theory in view of Inter-Cultural.After summarizing of the former studies, the article apply the cultural elements to analyze the kernel of A.H.Maslow's hierarchy of needs theory, Frederick Herzberg's motivator-hygiene theory, Clayton Alderfer's ERG theory and Meclelland's theory of needs carefully. Then from the above discussion, we can found a theoretical system of application of the content-motivation theory across cultures which provides a academic foundation for motivating employee across cultures. When we get thetheoretical system, then we propose the process of application of the theory across cultures and methods of motivation. In the end the article I discuss the shortcoming of the study and propose the studying objection for next phases.
