Cognitive moral development in city and county of San Francisco public administrators

Abstract/Summary:
Utilizing Lawrence Kohlberg's stage theory of moral development, the cognitive moral development of certain public administrators employed by the City and County of San Francisco in three departments: the Airport Commission, the Office of the Mayor, and the San Francisco Municipal Railway, was studied and characterized. Utilizing James Rest's Defining Issues Test 2 survey instrument, the variables of age, gender, education and ethical training were studied to determine whether relationships existed between the variable factor of appointment as a Special Assistant or a civil servant. The data did not show a significant difference in average cognitive moral development of Special Assistant and civil service employees. Furthermore, the data did not support an association of age, gender, education and ethical training with the cognitive moral development of either Special Assistant or civil service employees.
