A policy study on the development of the telecommunications equipment manufacturing industry with two empirical studies on mobile data communications service acceptance in China and Hong Kong

During the last two decades, China's telecommunications industry has developed rapidly. This development can be demonstrated in two ways. One is the strengthening of the innovation and production capabilities in the telecommunications equipment manufacturing industry. The other is the high penetration rate of telecommunication services in the end-user market.; With reference to the National Innovation Systems (NIS) framework and theories and models of information technology acceptance and use, this dissertation attempts to investigate two specific subjects related to telecommunications in China and Hong Kong. One area is the development of the telecommunications equipment manufacturing sectors, and the other area is the adoption of telecommunications services.; Structurally, this dissertation consists of three independent studies. Study One is on the Development of Telecommunications Equipment Manufacturing Industry in China and Hong Kong. Study Two is an Empirical Study on Mobile Data Communications Service Acceptance---Qualitative Analysis of Divergent Adoption Patterns in China and Hong Kong, and Study Three is an Empirical Study on Mobile Data Communications Service Acceptance---Quantitative Analysis of Divergent Adoption Patterns in China and Hong Kong.; In Study One, the dissertation argues explicitly that the adoption of TD-SCDMA as one of the three international standards for 3G technology is not accidental but an expected output of China's NIS, which has evolved for more than two decades. It also argues, in contradiction to previous studies, that developing countries are not necessarily followers but could also be pioneers in terms of technology innovation.; Study Two seeks to address the significantly different acceptance patterns of Short Message Services in China and Hong Kong. It argues that the acceptance pattern of a specific service is in fact region-dependent, namely the adoption depends on the specific value that this service can generate for domestic subscribers from economic, political and cultural perspectives.; Study Three tries to discover the determining factors for individual's acceptance of Short Message Services from the psychological and behavioral perspective. With reference to some information systems acceptance and usage theories and research models, this study conducts an empirical study by collecting and analyzing data collected in China and Hong Kong. The study finds that perceived critical mass, perceived enjoyment, perceived ease of use, perceived usefulness and perceived cost-effectiveness are important determinants of the behavioural intention to use mobile data communication services, and that, besides these major determinants, gender and region have significant moderating effects on the adoption intention.; In general, this dissertation explores both technology developments by analyzing the impact of the national innovation system on China's and Hong Kong's telecommunications equipment manufacturing industries, and the business development of telecommunications service providers by studying the individual users' behavioral acceptance of a particular mobile data communications service in China and Hong Kong.; Key words.
