A policy analysis of the Missouri school foundation formula

Abstract/Summary:
The purpose of this study is to provide an in-depth policy analysis of Missouri's two funding formulas: the former, The Outstanding Schools Act of 1993 and the new formula, Senate Bill 287. Comparisons were made between the two formulas while cross-referencing the social justice issue involving equity and adequacy. There are many funding strategies that the State of Missouri can use to provide an adequate and equitable education for all students. State legislators must look to embrace alternative distribution methods for school funding in order to revise the current funding problems. Outcomes of this project are research-based recommendations for improving the school funding formulas for the future.
