As China's economic development,the meaning of education is expanding day by day. The people have a deeper level requirements for education which not only requires people to enjoy equal opportunity in education, but also the inherent requirements of education. Education is not only a provision of further education, employment opportunities, basic needs, but also shape the character and quality, an important way to achieve self-worth. The concept of education as a lifelong career has been increasingly accepted by Chinese people. China's great efforts to popularize compulsory education, efforts to improve the higher education level, are to meet people's growing breadth and depth of education needs. But the limited conditions of economic development is bound to do everything. Over the years, high school education received more attention at the national level than basic education and higher education, while people on the high school's needs are growing, bringing a lot of social problems and contradictions. In response to increasingly intense high school entrance exam,students have to face tremendous pressure, especially for being admitted by "priority school". They have to extend learning time in school and extra-curricular tuition. Parents have to face the new "anxiety points". Some local educational counseling agencies have the previous tutorial for the training of high school students now shift the focus to the junior high school students. The increasing tuition costs also make more financial burden on parents. From a macro perspective, due to economic reasons of insufficient resources, the Midwest high schools have limited capacity, infrastructure set-building and can not be compared with the eastern; Although economic conditions in many parts are better, but high school still can not fully meet the needs of the community, in particular, high-quality high schools have become a scarce resource.High school education is an important bridge between basic education and higher education, but there are many issues such as uneven regional development, school choice fee burden. From the general point of view, the input of funds of high school which has maintained annual growth, should be able to meet the current demand. However, from the student funding per capita view, the research can be explained the existence of many problems. In this paper, changes in trends in student funding, index of student funding, regional differences in analysis, comparative analysis of student budget funds are applied in the research of the status of ordinary high school. Also the combination of concepts such as education funding, education economic division, students funds index, public products, are used to explain the study. Some important theories of human capital, public finance, education equity are applied to give the relevant policy recommendations.
