This study has been presented in the context based on the following: since a new input of funds for rural compulsory education has been put into institutional operation, along with the deepening of fiscal reform and economic development, urban and rural divide has emerged in Sichuan Province and regional disparities have increased, so county and township finances can not afford the compulsory part of the funds and funds have become increasingly prominent contradiction between supply and demand, thus compulsory education issues in fiscal policy is gradually revealed. Therefore, it is particularly important to improve the province's investment funds for rural compulsory education system and to improve the quality of rural compulsory education in our provinceBased on the present funding of compulsory education in rural Sichuan Province, firstly, this paper is to study the negative effects of the shortage of funds input for rural compulsory education on the present stage, secondly it is to explore the institutional reasons for these effects, and finally, combined with the practical situation of our province, it is to propose improving measures for funding of rural compulsory education.This paper employs the literature research method, theoretical analysis, data collection method, contrast and file access method. Through access to a large number of related literature, it analyzes our province's institutional history of funding for rural compulsory education; collects input funding data and the relevant data of rural schooling conditions, and through comparison and analysis, it identifies the existing institutional deficiencies of funding for rural education. This article's basic conclusion is: the causes for the present problems in our province's rural compulsory education is mainly the current education funding system, which gives rise to three deficiencies: the first is the unreasonable aggregate funding for rural compulsory education; the second is the unreasonable regulation towards the funding bodies; the third is the unreasonable monitoring system on funds transfer payment.The final proposal is: in terms of system requirements, the total funding for rural compulsory education should be increased, a clear responsibility of all levels of government ought to be stated, investment focus should be slightly oriented towards rural compulsory education, the main funding bodies should be shifted from the current county level of government into the central and provincial governments and the magnitude of transfer payments for rural compulsory education as well as relevant supervision should be enhanced.
