School funding in Missouri remains a controversial issue from educational, legal, and legislative perspectives. This policy analysis investigated the historical aspects of school funding in Missouri with special emphasis placed on past and current school funding litigation, analysis of past and present school funding formulae, as well as the concepts of equity and adequacy of public school funding. Flat tax, sales tax, consolidation, and recapture were analyzed as possible alternatives to funding public education in Missouri and a final proposal of a combination of property tax, sales tax, and state aid was recommended. It was also proposed that the generated revenue would be recaptured for distribution on an equitable basis. |
