A comparative analysis of industrial relations systems in the public sector: Five developed countries

Abstract/Summary:
This dissertation examined public sector labor relations in five developed countries in order to search for a viable model for labor relations management in Korea. The countries studied are the United States, the United Kingdom, Germany, Italy, and Japan. Using a comparative analysis approach, the study focused on tour major themes: the political environment of public sector labor relations, the legal rights of the public sector employees, the differences and similarities of their collective bargaining systems, and the impasse resolution procedures and agencies. Past theoretical frameworks were examined in the context of empirical evidence. The study also examined the public labor relations system in Korea and provided a system alternative for Korea to reform its current public labor relations system on the basis of a comparative study of theoretical models and empirical experiences from the examined countries. The suggested alternatives include the right of public employees, the level and structure of collective bargaining, the employer's organization, and the impasse resolution procedures and agency.
