The development and implementation of national park standards

Abstract/Summary:
National park standards determine criteria for national parks and the values that are used in the system-wide administration of the parks. The implementation of standards is mandated by Congress and the National Park Service.; I conducted a historical study to determine how national park standards have been developed and implemented, and the effect standards have had on the National Park System and Park Service. Archival material from Congressional records, the National Archives, the National Park Service Library - Harpers Ferry, the Camp Fire Club of America, and the National Parks and Conservation Association was evaluated.; This study indicates that national park standards were developed through the efforts of key National Park Service and Department of the Interior officials, and two conservation organizations. This study also indicates that although standards were universally supported by conservation organizations, varied interpretation led to disputes between conservation organizations and the National Park Service.; National park standards have had to evolve with the growth of the National Park System. National park standards have had major impacts on the creation of national parks and on the administration of the system. These impacts are reflected by Congressional legislation, the United States Code, and National Park Service Policies. Current challenges faced by the National Park Service indicate that national park standards are a relevant and contemporary issue.
