Abstract/Summary:
This paper details a case study of the government of the City of Virginia Beach, Virginia. The study examines the City of Virginia Beach's potential as a model for local governments striving to adhere to New Public Service, a model of public administration as advocated by Denhardt and Denhardt (2000). The study uses in-depth interviews and analysis of archival documents associated with the Virginia Beach Quality Service System (VBQSS), which is the organizing model of the city government. Analysis of the interviews and the documents, utilizing a qualitative method, indicates that VBQSS possesses a servant leadership orientation and, therefore, represents a valid model for other government organizations to utilize in any attempt to follow New Public Service principles.
