With the reform and opening up in China, with the development of market economy and globalization, the government’s social management function is constantly strengthened, people demand for public services and diverse, difference is becoming more and more obvious, a huge administrative system directly provides the increasingly high cost of public goods and services, public service providing means a single, inadequate security issues continue to highlight. Therefore, the function of our government needs to change from "governance" to "service" concept of governance, the government purchase of public services as a new way of public service supply is imperative." Guiding opinions on promoting the mode of government and social capital cooperation in the field of public service ", to indicate to expand public services and public goods increase output capacity of the core, and in all areas of the public service of society and social capital are applied government coordination development mode-PPP model to attract social capital to participate, for the masses to provide quality and efficient public services. Right now the actual situation, such a model can increase access way government funds while helping to ease the financial burden of the Government, but also to the government’s ability to repay the corresponding debt, and government functions really play the role of serving the people so that it can make efficient use of funds improved, but also to public goods play their own role, so the best PPP model is a model of public services currently provided by the Government.In this paper, at the base of the principal-agent theory, adopts a research method of combining literature research and case analysis, starting from the current situation of the development of the PPP model, combined with the related domestic case, a detailed analysis of the existing government purchase of our country public service PPP model in the process of the development of the main problems. Finally, this paper will draw on the advanced experience and the present stage of our country’s actual situation combined, from strengthening contract spirit in government departments, to perfect the related legal system of PPP mode and transformed into the role of develop standardized PPP project examination and approval procedures, increase policy support for social capital, and seven level presents China public service fields using PPP policy recommendations.
