| Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at its core has placed informatization construction in an important position to promote the modernization of the country’s governance system and governance capacity.The establishment of a comprehensive online service platform provides strong support for building a service-oriented government that the masses are satisfied with.The State Council regards "Internet +government services" as a key link in deepening the reform of "delegating power,delegating power,regulating services",and has specially issued documents to deploy the integration of "Internet +" and government functions.These policy measures show that building a service-oriented government is the main goal of my country’s government reform,and building e-government is an important path to improve government service capabilities.In this regard,government departments at all levels have followed the trend of the times and,in order to improve government service capabilities,under the background of "Internet +" technology,innovated the governance platform and vigorously launched We Chat for government affairs.As an emerging new e-government media,We Chat for government affairs is the governance institution closest to the lives of the people.It plays an important role in shaping the government’s image,broadening the channels for interaction between the government and the people,and innovating the expression of public opinion.As a new government governance tool,We Chat still has some problems in its role orientation,information quality,service function and user participation,which will affect the public’s actual satisfaction with the public service provided by We Chat.Therefore,this paper studies the public service capability of Tianfu Credit Government We Chat through two research methods: investigation and interview,mainly focusing on the problems of its public service capability in the process of public service supply.Firstly,the unique situation and common problems of "Tianfu Credit" are found by investigation and analysis.Secondly,the existing problems are further sorted out by interview.At the same time,taking the new public service as the main theoretical framework,according to the connotation of the new public service theory,such as "serving but not steering",and comprehensively using TOE model,this paper deeply analyzes the present situation of government We Chat public service supply of Tianfu Credit,and scientifically and meticulously analyzes the existing problems and causes of its public service ability.Finally,through research,this paper found that perfecting the organization and management,enriching the function settings and providing effective services can provide beneficial help to the working methods,working efficiency and service level of Tianfu Credit,so that Tianfu Credit’s e-government We Chat can better provide more humanized and accurate e-government services to the public,contribute to the healthy and orderly development of e-government We Chat,and at the same time contribute to the effective construction of a service-oriented government. |
