Abstract/Summary:
The purpose of this exploratory, descriptive research study was to help government officials and public administrators become more effective managers by enhancing their knowledge of the performance measurement and management practices of the American Samoa Government (ASG) and to review the empirical data by utilizing the Government Performance Result Act (GPRA) of 1993. The primary goal of the study was to improve internal and external performance management of the departments of the ASG. The objectives of the study were: (1) to obtain empirical evidence of the ASG's performance measurement and management practices, and (2) to review the empirical data for compliance with the requirements of the GPRA theoretical framework.; This exploratory study utilized the qualitative research methodology. All the ASG department directors, a total of 17 participated in the study, making it a 100% population sample. Data for the study was collected from various sources, namely, a focus group, in-depth interviews of the directors and various government documents.; Information from the data collected confirmed the need for the Territory to receive attention in the areas of performance measurement and management. There was such a gap between what kinds of information was needed and what kinds of information are available to assist government officials and public administrators to provide more effective, efficient and accountable public services to the community.
