The construction of high-quality,efficient,convenient and transparent government service is to meet the People’s needs for a better life,to achieve high-quality development of the important grasp.In recent years,under the top-level design and active promotion of the CPC Central Committee and the State Council,the Operation System of government service in our country has been constantly improved and the good ecology of government service has been continuously constructed.Local governments are also constantly optimizing service content,transforming service mode and promoting digital enabling governance.A series of innovative service cases with the characteristics of“Running once at most”,“Handling the case immediately”and“Accompanying service” have emerged and achieved remarkable results.However,with the deepening of the reform,the government service construction press the“Fastforward” button,at the same time,many practical problems have also emerged.Such as relatively low government transparency,“Internet + government” to promote the lag,slow response from the government,staff service attitude,etc.,resulting in the public and business experience and satisfaction decline,it has become an important constraint to the high-quality development of government services.At present,government service has become a new topic and focus in academic and practical fields.From the theoretical level,some domestic research has been from the concept of government service connotation,development difficulties,future trends and other aspects of the analysis,however,there are still some theoretical gaps in the measurement of government service performance.A scientific and reasonable performance evaluation index system of government service is the key to monitor and examine whether the government service construction is effectively implemented and carried out.But how to measure the scientific rationality of the index system? The key consideration should be the value orientation,dimension level and index selection of the Evaluation Index system.Among them,value orientation is the core of index system,bearing the mission and function of evaluation and measurement.On the road of chinese-style modernization,the value orientation must embody the thought of“People-centered”.The people are the country and the country is the people.As an important force of social development and progress,as the direct service object of the government,people should have more say in the development of government service.How to examine the performance level of government service from the public and society,how to reflect the effectiveness of public participation in government performance evaluation,how to enhance the authenticity and objectivity of evaluation results,it has been a hot topic in the academic circle and needs further discussion.Based on this,this research systematically studies and combs the domestic and foreign related literature theory about government service construction and government service performance evaluation,and earnestly summarizes the practical experience of government service construction and its performance evaluation,this paper introduces the theory of public value management into the field of government service,and constructs the performance evaluation index system of government service from the perspective of public value.In terms of the methodology of data collection,this paper innovatively selects user experience evaluation from the field of marketing and service to collect first-hand data,and makes empirical measurement and analysis on 10 county-level governments of a city.Based on the field investigation of the third party evaluation of a city’s“Liberalizing administration and service” reform,this study concretizes the public value in the field of China,and puts forward the public value system of government service performance evaluation,from the mission,tools,rights and interests of value dimensions of government service performance measurement index system.This paper introduces user experience evaluation in the field of psychology and marketing,and organizes the investigator to simulate the identity of an official to conduct on-line and off-line user experience and empirical analysis on the government service performance of 10 counties in a city.The study found that the local government in the process of government service construction has such obvious problems as low transparency,sluggish digital transformation,and poor response effectiveness,and there is a gap between the real service demand of the public and enterprises,the government paid more attention to the value of tools such as“Efficiency” and“Technology”,while the value of rights and interests such as“Response” and“Convenience” were eliminated and weakened,it leads to the drift of the reform policy.This study constructs the performance measurement index system of government service from the perspective of public value,which is expected to provide theoretical basis and evaluation criteria for the construction of government service.This paper introduces user experience evaluation into the field of government service,in order to observe the real performance of government service from the perspective of public and social demand.Through first-hand data analysis,help to enhance the accuracy and authenticity of the evaluation.In this sense,it provides a new attempt for government service performance measurement.
