The Research And Application Of Performance Measurement Methods In Government Management

The word "Managerialism" is only represent the managerialism orientation in western developed countries' administrative reform since 1980s. Its main content is that the traditional bureaucracy had been replaced by the public administrating mode that based on the market, it also believes that there will be a new apotheosis in public departments and that it has a strong appeal on performance improvement. The application and innovation of government performance evaluation method have played an important role in this new Administration management movement. Whether people believe it or not, and whether the resulting is satisfactory or not, the management activities need the exact evaluation, just like Felix A .Nigro once said, can't be measured, and can't be improved. All the efforts which are confirming the performance objective and standard are useless unless there is an agreement on the degree of the performance objective actualization and the measurement.This research is based on distinctive nesses of government performance measurement and the present Chinese public administration status. It's an exploration research with applied researches on the improvement and innovation of current performance measurement method. On the theoretic research, we make deduction to the current method and find the deficiencies. To those deficiencies that cannot be renovate by themselves, we use Comprehensive evaluation methods and other measurement methods to get the prolongation. On the innovative research, we hold the pubic administration problems and tendency to ensure that the performance measurement innovation can be used in the administration management fields in time. The integration of many measurement methods can identify the effectiveness performance data, tool and develop the traditional applied innovation.With the development of our country's administrative reform, the party congress has mentioned government's administration reform many times, it core content is: by the lead of the rational institution arrangement and the new public administration concept, use the scientific government management methods to raise the efficiency, reduce the administration costs, form a norm, coordinate, fair, transparent, probity and high efficient administration management. The action is to change the government's role form bureaucracy-oriented into an elastic, flexible, competitive and public-oriented administration organization.
