Abstract/Summary:
This study examines the new problems now facing the existing arms control regimes which regulate the nonproliferation of nuclear and dual-use technology (as well as chemical and biological agents which can be used for military purposes). It is argued that owing to the many and rapid changes which have taken place over the past decade in international politics the character of a number of traditional nonproliferation concerns has been altered.;Among the central questions answered are how the existing regimes coped with the threat of proliferation of weapons of mass destruction and dual-use technology during the Cold War and to what extent and on which fronts they have been successful. I further identify the threats of the proliferation of dual-use and nuclear technology which have developed over the past few years and analyze whether and/or how the existing arms control regimes can succeed in limiting the spread of this technology.
